We want to encourage a shift away from hard to recycle and single-use products and packaging, and support research and innovation into more sustainable alternatives and systems, reducing litter and plastic pollution as well as conserving material resources.<\/p>

The introduction of Extended Producer Responsibility for Packaging, as part of the Collection and Packaging reforms, will move the full cost of dealing with packaging waste generated by households from local taxpayers and councils to businesses that handle and use packaging (applying the \u2018polluter-pays principle\u2019).\u202fThis will encourage businesses to think carefully about how much packaging they use, and to design and use packaging that is easily recyclable. It will also encourage use of refillable and reusable packaging.<\/p>

Refill systems will have a significant role to play in driving down unnecessary waste, and we are working to identify measures that could be used to encourage greater use of refillable and reuseable packaging. Our current consultation on consistency in household and business recycling collections seeks views on whether glass should be one of the core materials to be collected by every council, including in Yorkshire and the Humber.<\/p>

As part of the Litter Strategy for England, the Government has established the independent Voluntary and Economic Incentives working group.<\/p>

<\/p>

From 2 October 2017 to 20 November 2017 this working group held a call for evidence on measures to reduce littering of drinks containers and promote recycling. The focus was rigid and flexible plastic, and glass or metal drinks containers that are sold sealed, and used for the sale of alcoholic or non-alcoholic beverages often for consumption \u2018on the go\u2019. This included seeking evidence on the costs, benefits and impacts of deposit and reward and return schemes.<\/p>

<\/p>

I met representatives of the soft drinks industry on 24 October to discuss increasing recycling and reducing the littering of drinks containers. A representative of Lucozade Ribena Suntory was present at the meeting.<\/p>

The meeting was to inform our approach to plastic bottles and coffee cups and to support the Voluntary and Economic Incentives Working Group with their inquiry into increasing recycling and reducing littering of on-the-go drinks containers.<\/p>
