The Heat and Buildings Strategy set out our aim to phase out the installation of new and replacement natural gas boilers from 2035, to ensure all heating systems used in 2050 are compatible with net zero. The Health and Safety Executive (HSE) holds the Gas Safe Register (GSR) Service Concession Agreement.<\/p>

GSR maintain the register of businesses and operatives who are competent to undertake both piped natural gas and liquefied petroleum gas (LPG) work in domestic and commercial premises in Great Britain, Northern Ireland, the Isle of Man and Guernsey.<\/p>

As set out in last year\u2019s Energy White Paper, the Government\u202fwill set\u202fa clear path that sees the gradual move away from fossil fuel boilers\u202fin homes\u202fover the next fifteen years as and when individuals decide to replace their appliances.\u202fBy the mid-2030s we expect all newly installed heating systems to be low carbon or to be appliances that we are confident can be converted to a clean fuel supply. There is no single technology alternative to fossil fuels. Electric heat pumps and hydrogen, green gas and shared heat networks all have their part to play.<\/p>

<\/p>

In all pathways to net zero, heat pumps will have a major role to play. We are pursuing policies to grow the heat pump market to 600,000 installations a year by 2028 and are providing funding support to deliver these targets through schemes such as the Renewable Heat Incentive (RHI) and forthcoming Clean Heat Grant.<\/p>

<\/p>

The Department is also working with industry to assess the feasibility, costs and benefits of using 100% hydrogen for heating, to enable strategic decisions in 2026 on the role of hydrogen in decarbonising heating. We aim to consult later this year on the case for enabling, or requiring, new natural gas boilers to be easily convertible to use hydrogen (\u2018hydrogen-ready\u2019) by 2026. The public can also find more information in the Hydrogen Strategy<\/a> which sets out the approach to developing a thriving low carbon hydrogen sector in the UK to meet our ambition for 5GW of low carbon hydrogen production capacity by 2030.<\/p>

BEIS have been supporting the installation of renewable heating systems in public and private sector homes and buildings via the Renewable Heat Incentive. The Domestic Renewable Heat Incentive has supported 84,707 installations as of December 2020 and the Non-Domestic Renewable Heat Incentive has supported 20,673 installations as of December 2020.<\/p>

The Green Homes Grant Voucher scheme aims to deliver energy efficiency and clean heat upgrades to 600,000 homes across England. Clean heat measures (including heat pumps, solar thermal panels and biomass boilers) are one of the groups of primary measures funded through the scheme.<\/p>

<\/p>

The £1 billion Public Sector Decarbonisation Scheme provides grants for public sector bodies to fund energy efficiency and heat decarbonisation measures, including low carbon heating. My Rt. Hon. Friend the Prime Minister\u2019s Ten Point Plan included a commitment for further funding for the Public Sector Decarbonisation Scheme in the 2021/22 financial year, with more information to be announced in due course.<\/p>

In addition to this, BEIS\u2019 Heat Networks Investment Project has awarded over £125m for the development and construction of heat networks in England and Wales since its launch in 2018. The Government is committed to achieving net zero greenhouse gas emissions by 2050. We are clear that the continued use of fossil fuels for heating is not compatible with that ambition.<\/p>

<\/p>

When it is implemented in 2025, the Future Homes Standard will ensure that all new build homes are zero carbon ready. While building regulations themselves do not mandate or ban the use of any specific technologies, we intend to set the performance standard at a level which means that new homes will not be built with fossil fuel heating.<\/p>

In line with that ambition, the 2020 Energy White Paper committed to consulting on whether it is appropriate to end gas grid connections to new build homes from 2025, in favour of clean energy alternatives. The testing and registration of new models of boiler by the Buildings Research Establishment (BRE) is not part of compliance with the Boiler Plus regulations.<\/p>

In order to comply with the Boiler Plus regulations, the boiler unit must meet Energy-related Products (ErP) standards with a minimum ErP efficiency of 92%. Compliance is carried out by Notified Bodies, as defined by EU Directive 92/42/EEC: Hot Water Boilers. The BRE maintains the Standard Assessment Procedure (SAP) for the energy performance of homes. For the purposes of SAP, boiler efficiency values are derived using a calculation known as Seasonal Efficiency of Domestic Boilers in the UK (SEDBUK).
