The Future Force Design Review is being led by the Deputy Chief of Defence Staff (Military Capability). It will consider how the UK will warfight in the future, what this means for how we structure our armed forces and the capabilities we need, all within a NATO context. It is a pan-Defence review drawing from existing evidence, concepts and operational lessons, including insights from Ukraine, with the objective of presenting choices to inform the next integrated review. Given the classification of the work, the department does not intend to publish the recommendations of the review but instead the output will be included in future strategic review documents and our investment plans. The acceptance of the Haythornthwaite Report into Armed Forces Incentivisation, and the subsequent Defence Command Paper refresh in summer 2023, provided a clear mandate to drive and deliver change in how the Armed Forces recruits and retains its people.
Modernising a base-fed model designed in the 1950s is a complicated task but the Defence People function has begun a substantial work programme to support it. Much progress is already being made and the Department has been capturing and aligning that work as well as beginning several distinct programmes regarded as key priorities; either enabling projects to lay the foundations of future work or realising change in the short term.<\/p>
<\/p>
Priorities for the coming months include designing the first elements of a trial to explore a \u2018Total Reward Approach\u2019, exploring flexible terms and conditions of service through the development of a \u2018Spectrum of Service\u2019 and the optimisation of the myriad of policies and processes.<\/p>
