I regularly meet with various representatives from across the farming sector in Wales. I met with the President of NFU England and Wales in December 2021 and the Parliamentary Under-Secretary of State attended the Royal Welsh Winter Fair in November 2021, where he met with various representatives from the farming unions in Wales.<\/p>

<\/p>

The Trade and Cooperation Agreement maintains zero tariffs and zero quotas on trade in goods between the UK and EU. It provides for ongoing cooperation regarding public, animal and plant health, whilst limiting technical barriers to trade and maintaining full control over our domestic regimes.<\/p>

<\/p>

With EU Exit, new trading opportunities have opened up, and the UK Government continues to support businesses \u2013 including those in the Welsh farming sector \u2013 to achieve their trading potential. The UK Government is supporting farming businesses to seize new global export opportunities and is working in lockstep with partners like the NFU and the Food and Drink Federation to deliver tailored support on the ground for Welsh farmers in the wake of EU Exit.<\/p>

HMG publishes scoping assessments to assess the impacts of free trade agreements, in advance of negotiations. Following signature of an agreement, a full impact assessment is published prior to implementation. These assessments set out the impact of each agreement at a sectoral (including agriculture and the food sector) and sub-national level including Wales.<\/p>

<\/p>

The exact impacts of future trade agreements are uncertain and together with the devolved administrations, Defra has established the UK Agricultural Market Monitoring Group (UKAMMG) to monitor and assess the impact of market developments across the UK. The group monitors UK agricultural markets including price, supply, trade and recent developments, enabling it to provide forewarning of any atypical market movements. The UKAMMG will flag where further investigation of market developments is required and when policy teams and Ministers should be informed of any developments. Whilst the UK Government works closely with the Welsh Government in monitoring the UK agricultural markets it remains sensitive to the fact that agriculture is a devolved policy area.<\/p>

In addition, HMG is actively monitoring the impact of newly implemented free trade agreements and is currently developing the tools and evidence for future monitoring and evaluation of free trade agreements.<\/p>

There has been significant engagement with the Welsh Government at ministerial and official level ahead of the 2020 Spending Review, including on the topic of farm payments.<\/p>

At Spending Review 2020, the government provided £240 million of Exchequer funding for Welsh farmers, land managers and the rural economy for 2021/22. This meets the government\u2019s manifesto commitment to maintain the current annual budget to farmers, ensuring that Welsh farmers will receive the same total funding in 2021/22 as they received in 2019 when the manifesto commitment was made.<\/p>

I had regular discussions with the Chancellor of the Exchequer on a wide range of subjects prior to Spending Review 2020, including future agriculture funding.<\/p>

This Government stood on a clear manifesto commitment to guarantee the current annual budget to farmers in every year of this Parliament. We fulfilled this commitment for 2021-22 in the Spending Review. We have provided new Exchequer funding on top of the remaining £97 million of EU funding to ensure that £337 million of support continues to go to Welsh farmers this year. We remain committed to our manifesto pledge for the remainder of this Parliament.<\/p>

Agriculture is a devolved matter and now we have left the EU each UK administration has the flexibility to develop agricultural policy suited to their own unique circumstances. There is much merit in working cooperatively with the Welsh Government and we are working closely with all the devolved administrations on an administrative agricultural support framework. We remain focused on ensuring our smooth and orderly withdrawal from the EU with a deal as soon as possible. However, as a responsible Government we have been preparing to minimise any disruption in the event of a no-deal.<\/p>

I regularly meet with the Farmers\u2019 Union of Wales, NFU Cymru and the CLA Cymru to discuss EU Exit and the impact on the agriculture sector.<\/p>

We have made it clear that we will support vulnerable sectors, such as our sheep farmers, through government intervention in the event of a \u2018no-deal\u2019, should this be necessary. We will be monitoring the sectors which may be exposed to short-term difficulties as a result of EU Exit closely to identify early signs of market disturbance allowing us to react swiftly.<\/p>

Ministers and officials are in regular contact with the Devolved Administrations. The Secretary of State last met with Ministers from the Welsh and Scottish governments and senior officials from Northern Ireland on 14 May 2018. They discussed domestic preparedness, legislative planning, frameworks and future funding.<\/p>
