The Farming Innovation Programme is being funded from the Department for Environment, Food and Rural Affairs\u2019 existing budgets set at Spending Review 2021. As there are no changes to UK Government departmental funding associated with the Farming Innovation Programme, there are no further Barnett consequentials on top of the Spending Review settlement in line with the normal application of the Barnett formula.<\/p>

The Government works closely with the Northern Ireland Executive on devolved agri-food matters and is committed to ensuring that we maximise the opportunities for Northern Ireland having left the EU. Defra discussed with officials at the Department of Agriculture, Environment and Rural Affairs (DAERA) regarding the plans for the Pick for Britain website and their thoughts on a future public facing campaign, to attract more seasonal workers from the UK. The feedback received was that DAERA was working closely with industry representatives in Northern Ireland and would use the existing Department for Communities website \u2013 JobCentre Online (JCOL) to advertise local opportunities. The website also provided a link to the Pick for Britain initiative.<\/p>

The Secretary of State has had recent discussions with the Northern Ireland Executive both bilaterally and via the Inter-Ministerial Group for Environment, Food and Rural Affairs which brings together ministers from all parts of the UK to discuss matters of shared interest, including funding. Defra also regularly holds discussions with stakeholders from across the agricultural industry, including representatives from Northern Ireland.<\/p>

The Government has pledged to guarantee the current annual budget in every year of this Parliament. HM Treasury is ultimately responsible for financial matters across UK Government and lead on discussions on all funding matters with finance ministers in the devolved administrations. As a responsible Government, we have been working with our DAERA colleagues to minimise any disruption to farmers in the event of a no deal.<\/p>

We have made it clear that we will support vulnerable sectors\u202fthrough Government intervention in a no deal, should this be necessary. We will be monitoring the sectors which may be exposed to short-term difficulties as a result of Exit closely to identify early signs of market disturbance, allowing us to intervene swiftly if necessary.<\/p>

Implementing the outcome of the referendum to leave the EU raises significant issues for farmers and agrifood businesses. Whilst the Government\u2019s preference is to leave with an agreement, we have been working hard taking steps to ensure people and businesses are prepared in the event that this is not possible. This includes: publishing numerous pieces of communications since August 2018, including technical notices explaining to businesses and citizens across the UK what they need to do to prepare; and contacting thousands of businesses who trade with the EU, telling them to start getting ready for no-deal customs procedures.<\/p>
