The Home Office is working closely with City of London Police to replace Action Fraud with a more efficient new system that will improve the support services and reporting tools for victims and intelligence provided to forces.<\/p>
The Home Office and key stakeholders across the victim support landscape, law enforcement agencies, and other relevant bodies are consulted regularly on the development of the service by CoLP. This includes regular official as well as Ministerial level engagements from the Home Office.<\/p>

We are replacing the Action Fraud service to create a more efficient new system that will provide better intelligence to forces. Improvements include:<\/p>
These improvements, which have been tested across the victim support landscape, law enforcement agencies, and other relevant bodies, will improve the support services and reporting tools for victims, provide greater intelligence and insight to policing for investigations, and allow for greater proactive work to prevent and disrupt fraudsters at scale. The new service expected to be fully operational by early 2024.<\/p>

Action Fraud is the national reporting service for fraud but is not responsible for investigations. Reports submitted to Action Fraud are considered by the National Fraud Intelligence Bureau (NFIB) and evaluated to assess the information available which could assist an investigation.<\/p>
The NFIB currently aims to review every report for vulnerability within 72 hours of it being received on the NFIB technology platform. All allegations where viable lines of enquiry are identified should be disseminated to the appropriate force within 7\u2013 28 days of reporting, depending on the level of information and evidence available.<\/p>
We are working with City of London Police to refresh and upgrade the current Action Fraud service. Improvements include using automation within NFIB to increase its effectiveness.<\/p>

Tackling fraud is a priority for this government. Making it easier and more efficient for the public to report fraud is central to our efforts.<\/p>
In light of advances to technology, growing demand on the service and an independent review by Sir Craig Mackey exploring the performance and function of Action Fraud, we are providing over £30 million to City of London Police over the next three years to support the upgrade of the Action Fraud service.<\/p>
The upgrade is already underway, with improvements so far including more staff, better trained staff and vulnerable victims being prioritised. In 2023, a new, user-friendly, accessible reporting tool and website will be launched, offering an improved victim experience and simpler pathways to access further support and guidance.<\/p>
The new service is expected to be fully operational by 2024. The Home Office is working with the City of London Police to replace and upgrade Action Fraud, with the new service expected to be fully operational by 2024. Improvements to the existing system are being made on an ongoing basis as part of the upgrade.<\/p>
We have already improved the victim experience by enhancing the technology and increasing the staff numbers in the call centre. We will launch a new Action Fraud website in 2023. The National Economic Crime Victim Care Unit, which is being rolled out nationally, provides specialist support to fraud and cybercrime victims.<\/p>
As part of the Police Uplift Programme, 725 posts have been dedicated to tackling Serious Organised Crime including fraud. Police and Crime Commissioners and Chief Constables will decide how to allocate further resource they receive through the Programme within their forces. The Home Office collects information on the number of fraud offences that the National Fraud Investigation Bureau (NFIB) refer to police forces for investigation and on the number of fraud outcomes recorded by the police. This data is published annually as part of the Home Office\u2019s \u2018Crime Outcomes in England and Wales\u2019 publication. The latest available data for the year ending March 2022 can be found be here: Crime outcomes in England and Wales 2021 to 2022 - GOV.UK (www.gov.uk)<\/a>.<\/p> Current official statistics for England and Wales by the Office for National Statistics (ONS) do include fraud but to allow analysis of long-term trends, a headline measure excluding fraud is also captured. Policing, including crime statistics, is devolved in Scotland and Northern Ireland.<\/p> The table below shows the number of fraud reports directly reported into Action Fraud since 2016:<\/p>
