The Department does not record, centrally, information on the costs of school closures.

The Department has not made an assessment of the number of schools that have closed and opened in the West Midlands, as compared with other regions; but the majority of academies that have closed since 2010 were merged with other schools rather than closed outright, which indicates this is likely to be for local organisational reasons.

We consider a number of factors, including the financial implications whenever a school closure is proposed. Each such proposed closure arises from a unique set of circumstances. The Department does not, therefore, believe it would provide value for money for the taxpayer to collate information on the cost of all school closures.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1605", "label" : {"_value" : "Biography information for Edward Timpson"} } , "answeringMemberConstituency" : {"_value" : "Crewe and Nantwich"} , "answeringMemberPrinted" : {"_value" : "Edward Timpson"} , "dateOfAnswer" : {"_value" : "2017-01-09", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "58494"} , {"_value" : "58496"} , {"_value" : "58497"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-01-09T16:01:49.06Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2016-12-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Academies: Closures"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, pursuant to the Answer of 8 December 2016 to Question 55853, what the cost was of the complete closure of the 14 academies since 2010.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/298", "label" : {"_value" : "Biography information for Steve McCabe"} } , "tablingMemberConstituency" : {"_value" : "Birmingham, Selly Oak"} , "tablingMemberPrinted" : [{"_value" : "Steve McCabe"} ], "uin" : "58495"} , {"_about" : "http://data.parliament.uk/resources/661666", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/661666/answer", "answerText" : {"_value" : "

The answer in question 55853 quoted a complete closure of 14 secondary academies. PQ55854 quoted 2 closures. The difference is a result of one answer more tightly interpreting the definition of academies. The figures in PQ55853 include free schools, studio schools and UTCs, whereas PQ55854 excludes these school types.

There have been 2 complete closures of academy secondary schools, 2 free schools, 7 studio schools and 3 UTCs.

The Department for Education has not closed any academies (excluding free schools, studio schools and UTCs) solely as a result of Ofsted reports. When a decision is taken to close an academy many factors are taken into consideration. Closure in this context is taken to include the complete permanent closure of a school, as well as closures which take place as a result of allowing schools to amalgamate or merge. An academy may also be re-brokered. This is where an academy changes trust and/or sponsor and is closed and re-opened as a new academy in a different trust.

59 academies have been closed since 2010. The majority of these have either been re-brokered, amalgamated or merged with other academies.

There have been complete closures of four academies. Two of these academies are secondary academies and have closed since 2015.

Of these four academies, only one was rated as Inadequate by Ofsted in the inspection prior to its closure, although at its previous inspection it was rated as Good.

The Department has a role in monitoring the performance of Multi-Academy Trusts (MATs) and the academies within them. This includes transferring an academy from one MAT to another where there are significant concerns about performance and the MAT does not have the necessary capacity to make improvements.
