Regular programme updates are provided to relevant stakeholders. Fixed penalty notice actions reported by local authorities and published in annual statistics on a financial year basis are summarised in the table below.

In May 2016, local authorities in England were given the power to issue fixed penalty notices for small scale fly-tipping so these will be captured in the data for 2016/17 and 2017/18. Prior to this date, local authorities issued fly-tippers with fixed penalty notices in relation to littering, duty of care or anti-social behaviour.

On 1 April 2013, clinical commissioning groups (CCGs) replaced primary care trusts (PCTs) as the primary commissioner of National Health Service services in England.

Unlike PCTs, CCGs are clinically led, and so are better able to use clinical expertise to assess and prioritise those treatments that provide the safest and most effective outcomes for their population. The evidence suggests that general practitioner-led CCGs have allowed the redesign of patient pathways and local services based on clinical evidence, and a more effective dialogue and partnership with other parts of the health system.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1585", "label" : {"_value" : "Biography information for Stephen Hammond"} } , "answeringMemberConstituency" : {"_value" : "Wimbledon"} , "answeringMemberPrinted" : {"_value" : "Stephen Hammond"} , "dateOfAnswer" : {"_value" : "2019-07-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1140542/answer/previousversion/131080", "answeringMember" : {"_about" : "http://data.parliament.uk/members/1585", "label" : {"_value" : "Biography information for Stephen Hammond"} } , "answeringMemberConstituency" : {"_value" : "Wimbledon"} , "answeringMemberPrinted" : {"_value" : "Stephen Hammond"} } , "questionFirstAnswered" : [{"_value" : "2019-07-25T14:26:05.22Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2019-07-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Clinical Commissioning Groups"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what assessment he has made of the merits of the change from primary care trusts to clinical commissioning groups for the NHS.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3973", "label" : {"_value" : "Biography information for Grahame Morris"} } , "tablingMemberConstituency" : {"_value" : "Easington"} , "tablingMemberPrinted" : [{"_value" : "Grahame Morris"} ], "uin" : "279427"} , {"_about" : "http://data.parliament.uk/resources/1140544", "AnsweringBody" : [{"_value" : "Ministry of Defence"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1140544/answer", "answerText" : {"_value" : "

As I said to the hon. Member on 8 July, it is difficult to put an exact date on when the Army will reach its full trade trained strength. However, the Army have a series of initiatives in place aimed at improving both recruitment and retention. These are starting to yield benefits but ensuring the Army is at the appropriate size requires sustained effort and investment. However, most importantly the Army continues to meet all of its operational commitments that keep Britain safe.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1544", "label" : {"_value" : "Biography information for Lord Lancaster of Kimbolton"} } , "answeringMemberConstituency" : {"_value" : "Milton Keynes North"} , "answeringMemberPrinted" : {"_value" : "Mark Lancaster"} , "dateOfAnswer" : {"_value" : "2019-07-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-25T07:03:53.337Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "11"} , "answeringDeptShortName" : {"_value" : "Defence"} , "answeringDeptSortName" : {"_value" : "Defence"} , "date" : {"_value" : "2019-07-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Army"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Defence, with reference to the hon. The vast majority of employers are meeting their pension obligations under automatic enrolment, consistent with the legal framework established under the Pensions Act 2008. Where employers fail to comply with the law however, The Pensions Regulator (TPR) has a full range of powers to ensure employees get the pensions they are due.

TPR is aware of some employers that appear to have tried to avoid meeting their pension obligations by hiding behind a new name. TPR investigators are working to take action against offenders that try to use this tactic, and are carrying out short-notice inspections on employers that are suspected of breaching their automatic enrolment duties.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4142", "label" : {"_value" : "Biography information for Guy Opperman"} } , "answeringMemberConstituency" : {"_value" : "Hexham"} , "answeringMemberPrinted" : {"_value" : "Guy Opperman"} , "dateOfAnswer" : {"_value" : "2019-08-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-08-01T09:10:06.667Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2019-07-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Workplace Pensions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, what plans his Department has to tackle the use of shape shifting practices by employers to avoid meeting pension obligations to employees; and if he will make a statement .", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3928", "label" : {"_value" : "Biography information for Nick Smith"} } , "tablingMemberConstituency" : {"_value" : "Blaenau Gwent"} , "tablingMemberPrinted" : [{"_value" : "Nick Smith"} ], "uin" : "279430"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpModified.=2019-08-05T14%3A55%3A03.206Z&min-answer.questionFirstAnswered.=2019-05-22T14%3A13%3A03.177Z&dateTabled=2019-07-19&version=2", "page" : 0, "startIndex" : 1, "totalResults" : 45, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
