The Valuation Office Agency decides whether a property should be subject to council tax or non-domestic rates. The Agency is an executive agency of HMRC and operates independently of Ministers. If a child\u2019s absence reaches a level of concern, the school will wish to raise this with the parents and the local authority in the best interest of the child\u2019s education. Schools have a duty to inform the local authority of any child who fails to attend school regularly.
