The educational outcomes for children who experience abuse and neglect are markedly worse than for all children and these children face long term challenges in education and beyond. Three fifths (61%) of children starting to be looked-after during the year ending 31 March 2018 were identified as having a primary need of abuse or neglect[1]. The average Attainment 8 score for all looked-after children was 19.3 in 2017 compared to 44.5 for non-looked after children[2]. In addition, two fifths (39%) of all care leavers aged 19 to 21 were not in education, employment or training during the year ending 31 March 2018 compared to around 12% of young people of a similar age[3].

Research evidence suggests that the care system generally provides a protective factor for vulnerable children with early admission to care being associated with better educational outcomes than later entry[4]. This is why we have increased spending on the most vulnerable children by over £1.5 billion since 2010 and at the budget we announced an extra £410 million next year for social care, including children – alongside £84 million over the next five years to keep more children safely at home with their families.

The draft Withdrawal Agreement provides, at article 7, that all references to Member States and competent authorities of Member States in provisions of Union law made applicable by the agreement shall be understood as including the UK and its competent authorities during the implementation period (subject to the exceptions provided for in article 7). The asterisk to article 129 of the draft Agreement further foresees that the EU will notify treaty partners that the UK is treated as a Member State for the purposes of international agreements during the implementation period. The draft Withdrawal Agreement was signed off by the Member States at November European Council.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4134", "label" : {"_value" : "Biography information for Kwasi Kwarteng"} } , "answeringMemberConstituency" : {"_value" : "Spelthorne"} , "answeringMemberPrinted" : {"_value" : "Kwasi Kwarteng"} , "dateOfAnswer" : {"_value" : "2018-12-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-12-21T09:30:53.567Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "203"} , "answeringDeptShortName" : {"_value" : "Exiting the European Union "} , "answeringDeptSortName" : {"_value" : "Exiting the European Union "} , "date" : {"_value" : "2018-12-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Brexit"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Exiting the European Union, pursuant to the Answer of 5 November 2018 to Question 185596, how many EU member states have agreed that the UK will be treated as a Member State for the purposes of international agreements during the implementation period.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4128", "label" : {"_value" : "Biography information for Chuka Umunna"} } , "tablingMemberConstituency" : {"_value" : "Streatham"} , "tablingMemberPrinted" : [{"_value" : "Chuka Umunna"} ], "uin" : "201623"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpModified.=2018-12-20T18%3A11%3A01.730Z&dateTabled=2018-12-12", "page" : 0, "startIndex" : 1, "totalResults" : 246, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
