As stated in the answer to Question 177314, work is already underway to accelerate the roll-out of electronic prescribing and medicines administration systems across the National Health Service in England. Capital funding of £75 million over three years has been allocated to support this roll-out, with £16 million available in 2018/19.

Trusts were invited to submit bids to be included in wave 1 of the roll-out in July 2018, and the 13 successful applicants were informed at the beginning of October 2018.

As set out in the White Paper the UK proposes a UK-EU free trade area for goods, to ensure continued frictionless access at the border to each other’s markets, with no tariffs, underpinned by an upfront commitment to a common rulebook on goods, including agri-food and a Facilitated Customs Arrangement to avoid customs checks and controls at our borders.

However, in the unlikely event of a no deal scenario, trade with the EU will be on non-preferential, WTO terms. This means that most favoured nation (MFN) tariffs would apply to consignments between the UK and EU.

The EU MFN rates are set out in the EU's Common Customs Tariff (CCT). The EU may change these rates between now and March 2019, but this provides an indication.

The UK will apply its MFN rates to goods imported into the UK from the EU. The government will determine and publish these new UK duty rates before we leave the EU. They may be different from the rates in the EU’s CCT.

Last year the Government’s Clean Growth Strategy, which supports the Industrial Strategy, announced a Local Energy Programme, which supports local actors, community groups, local authorities and combined authorities to develop their own energy strategies and deliver their own energy programmes. Community energy is a key part of clean growth, showing what can happen when groups of people come together to de-carbonise energy in local areas, whilst also investing in these places to bring other economic, or social, benefits. Even small-scale projects can provide a valuable contribution to cutting greenhouse gas emissions.

The National Planning Policy Framework expects local planning authorities to recognise the responsibility on all communities to contribute to energy generation from renewable or low carbon sources. Funding to local authorities for concessionary travel is not provided in isolation, but as part of their Local Government Finance Settlement. This Formula Grant funding is not ring-fenced, which enables authorities to make spending decisions that more closely match local needs and circumstances.

Eligibility for the statutory concession on medical grounds is assessed by local authorities on a case by case basis, using the seven criteria set down in legislation and supported by the Department’s published guidance.
