Highways England is on schedule to open the M3 Smart Motorway between junctions 2 and 4a on 30 June 2017.

Alongside the delivery of this Smart Motorways scheme Highways England have also undertaken additional planned maintenance and renewal of a large amount of existing infrastructure reducing the need for further roadworks. UK authorities continue to work in close cooperation with the French authorities within the framework of the Joint Ministerial declarations of September 2014 and August 2015, and the Amiens summit declaration of March 2016 to secure the joint border, tackle irregular migration and address wider humanitarian issues in Northern France.

The UK has worked closely with the French Ministry of Interior, the regional Prefecture, the Ville de Calais, and port authorities to bolster physical security and upgrade screening technology at the juxtaposed ports in Calais, Dunkirk and at the Channel Tunnel. We have also increased joint intelligence work to tackle the trafficking and smuggling networks behind cross-Channel illegal migration, including enhanced police investigation cooperation at local and national level.

On 24 October 2016, the British government announced a £36 million package of support to further enhance the security of the juxtaposed controls and reduce irregular migrant pressures in the Calais area and we are currently working to establish a Joint Operation Command and Coordination Centre (JOCCC) in Northern France to better support joint law enforcement initiatives, whilst looking at what more can be done jointly to tackle migration pressures upstream in source and transit countries.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4311", "label" : {"_value" : "Biography information for Baroness Williams of Trafford"} } , "answeringMemberPrinted" : {"_value" : "Baroness Williams of Trafford"} , "dateOfAnswer" : {"_value" : "2017-06-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-06-26T11:57:24.99Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2017-06-21", "_datatype" : "dateTime"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what co-operation exists between customs, immigration and border authorities in Kent and the Pas de Calais, including local authorities, central government agencies, universities and voluntary organisations; and what plans they have to enhance such co-operation.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2018", "label" : {"_value" : "Biography information for Lord Hylton"} } , "tablingMemberPrinted" : [{"_value" : "Lord Hylton"} ], "uin" : "HL5"} , {"_about" : "http://data.parliament.uk/resources/730975", "AnsweringBody" : [{"_value" : "Department for Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/730975/answer", "answerText" : {"_value" : "

For the purposes of the Department's annual rough sleeping estimates, the definition is as follows: People sleeping, about to bed down (sitting on/in or standing next to their bedding) or actually bedded down in the open air (such as on the streets, in tents, doorways, parks, bus shelters or encampments). People in buildings or other places not designed for habitation (such as stairwells, barns, sheds, car parks, cars, derelict boats, stations, or “bashes” which are makeshift shelters, often comprised of cardboard boxes).

The National Data Guardian’s Review of Data Security, Consent and Opt-outs, and the Care Quality Commission’s “Safe data, safe care” review, both published 6 July 2016, set clear recommendations to improve data and cyber security resilience in health and care.

For the health and care sector, a significant programme of work is underway to mitigate data and cyber security risks, including:

- CareCERT, NHS Digital’s Computer Emergency Response Team, established in 2015 to support the National Health Service to be more cyber resilient and respond to incidents when they happen. Working closely with the National Cyber Security Centre, the CareCERT suite of support services includes monitoring and assessing threats at the national level, issuing alerts to the sector, and providing on-site support to help local health and care organisations identify and mitigate vulnerabilities.

- NHS Standard Contract requirements, which came into force in April 2017, to implement National Data Guardian’s review recommendations and data security standards.

- Work to ensure that trusts, clinical commission groups and commissioning support units have implemented critical CareCERT advisories, and updated their firewalls and their antivirus software.

The Government expects to respond to those reviews shortly.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4545", "label" : {"_value" : "Biography information for Lord O'Shaughnessy"} } , "answeringMemberPrinted" : {"_value" : "Lord O'Shaughnessy"} , "dateOfAnswer" : {"_value" : "2017-07-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-07-05T14:29:23.2Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2017-06-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "NHS: Cybersecurity"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government, following the letter from Dame Fiona Caldicott and David Behan to the Secretary of State for Health, dated 6 July 2016, what specific action they have taken to identify vulnerabilities to cyberattack of healthcare systems.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2533", "label" : {"_value" : "Biography information for Lord Birt"} } , "tablingMemberPrinted" : [{"_value" : "Lord Birt"} ], "uin" : "HL13"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpModified.=2017-06-22T01%3A12%3A18.017Z&dateTabled=2017-06-21", "page" : 0, "startIndex" : 1, "totalResults" : 329, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
