Restrictions on interfaith marriage, religious conversion and population growth are currently being debated in the Burmese parliament. We are concerned that, if enacted, these laws could harm religious tolerance and respect for diversity in Burma, and contravene international standards and treaties to which Burma is a signatory.

We have voiced our concerns over this proposed legislation to members of the Burmese government and to Burmese parliamentarians. Most recently, Minister of State at the Home Office, my right hon. Friend the Member for Hornsey and Wood Green (Lynne Featherstone), raised the issue when she met Deputy Foreign Minister Thant Kyaw during her visit to Burma in January. The UK also endorsed a statement issued by EU Heads of Mission in Rangoon in January reiterating those concerns and calling on the Burmese government and parliament to ensure that all new legislation is fully compliant with Burma’s international human rights obligations. We will continue to raise this issue in our dealings with the Burmese authorities, both in public and in private.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3474", "label" : {"_value" : "Biography information for Baroness Anelay of St Johns"} } , "answeringMemberPrinted" : {"_value" : "Baroness Anelay of St Johns"} , "dateOfAnswer" : {"_value" : "2015-02-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-02-05T15:23:53.237Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2015-01-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Burma"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what assessment they have made of the impact on human rights and religious liberties of Burma’s new Religious Conversion Bill and of other new bills in that country aimed at the protection of race and religion and which focus on restricting inter-faith marriage, monogamy and population control; and what representations they have made to the government of Burma on the matter.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/738", "label" : {"_value" : "Biography information for Lord Alton of Liverpool"} } , "tablingMemberPrinted" : [{"_value" : "Lord Alton of Liverpool"} ], "uin" : "HL4439"} , {"_about" : "http://data.parliament.uk/resources/175865", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/175865/answer", "answerText" : {"_value" : "

We welcome the provisions for the protection of women’s rights in the new constitution adopted in January 2014, and the June 2014 law criminalising sexual harassment for the first time.

We continue to discuss the issue of gender-based violence with the Government of Egypt. These discussions helped inform drafting of the new Egyptian law. TechNorth was announced by the Deputy Prime Minister in October 2014 to support the digital technology sector in the North of England. It will form part of Tech City UK, and will focus on Manchester, Leeds, Sheffield, Liverpool, Hull and the North East tech cluster (Newcastle, Sunderland and Tees Valley). It will seek to coordinate the existing support and expertise across the region, and will help to link start-ups to potential investors. It will have a budget of £2m per year.

The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), co-hosted a Coalition Small Group meeting on 22 January with US Secretary of State, John Kerry. Twenty-one key members of the global coalition, including Turkey, Saudi Arabia and Egypt, met in London to review and discuss our efforts to degrade and defeat the Islamic State of Iraq and the Levant (ISIL).

We discussed the situation in Iraq and five key areas for defeating ISIL: the military campaign; countering ISIL financing; foreign fighters; strategic communications; and humanitarian assistance.

Turkey, Saudi Arabia and Egypt are each making significant contributions to the coalition and we will continue to work closely with them.

Although Iran is not a member of the global coalition, it has an important role to play in the region and we have an ongoing dialogue on regional issues as part of our engagement via non-resident Chargé d’Affaires. Iran, and the whole region, needs to play a constructive role to help the new Iraqi government create an inclusive political solution for all Iraqis.

The Government supports co-operation in the dairy sector through the development of co-operatives and Producer Organisations (POs). In January 2014 we commissioned a study looking at the critical success factors behind dairy co-operatives working across Europe, including France. The study showed that collaboration has an important role to play in establishing mutual beneficial relationships between all parties across the supply chain. For this reason we have facilitated the uptake of POs in this country. The report is available at www.rannd.defra.gov.uk.

Homeless Link, who run StreetLink in partnership with St Mungos Broadway, provide regular updates on how the service is performing. Homeless Link work with local authorities and homelessness organisations to continue to improve the take-up of StreetLink nationally and the help it provides to enable rough sleepers to get back on their feet. Since it started in December 2012 Streetlink has made just under 23,000 rough sleeping referrals to councils to investigate, leading to 9,800 rough sleepers being found and connected with local services of which nearly 1,900 resulted in a specific housing outcome. The Government have increased spending to prevent and tackle rough sleeping and homelessness making over £500 million available, giving councils the funding and tools needed to take action against rough sleeping locally.
