As part of the roll-out of the Mental Health Crisis Care Concordat, published by the Government in February 2014, health, social care and criminal justice partners across England have been invited to develop and sign local Concordat declarations.

I share the aim of my rt. hon. Friend, the Minister of State for Care and Support (Norman Lamb), that declarations should be in place throughout England by the end of 2014. Progress towards this across all areas of England can be found at: http://www.crisiscareconcordat.org.uk/explore-the-map/

I understand that there are plans for Crisis Care declarations covering Coventry and the West Midlands to be agreed shortly.

The internal database in question is used by the Child Exploitation and Online Protection (CEOP) Command of the National Crime Agency (NCA), and was used by the CEOP Centre before it, to store indecent images of children identified in
the course of investigations. Childbase could only be accessed by CEOP officers. UK Police Forces were able to request checks on the database images and hash sets. These checks were completed by the Victim Identification Team at
CEOP. This process has remained in place for checks against the internal NCA-CEOP database which replaced Childbase. Following an information assurance process and before its closure, all of the intelligence held in Childbase was
transferred into this new internal database.

The Government is currently working with the NCA and police forces to introduce the national Child Abuse Image Database, which will act as a single repository for all indecent images of children and their hashes identified as part of UK
enforcement operations.

Sections 11 and 12 of the Terrorism Act 2000 set out the offences relating to proscribed organisations. Section 10 does not refer to an offence.

From 2009 to the end of March 2014, 6 people have been charged with proscription offences under sections 11 and 12 of the Terrorism Act 2000 as a primary offence in the UK and 6 have been convicted of a proscription offence under those sections with that as the most serious charge. A breakdown of the figures by year is set out in the table below. This is likely to understate the numbers of people who have been prosecuted and convicted for these offences as information is only collected on the most serious offence for which a person is charged or convicted.

This Government is a strong supporter of a closer EU-Ukraine relationship. The signing of the EU-Ukraine Association Agreement in June is a significant step towards closer relations, and a commitment by Ukraine to European norms and values. (2) The UK does not, and will not, recognise the illegal annexation of Crimea by Russia. This action violated the UN Charter, was illegal under international law and breached a number of commitments Russia had made. It is for these reasons that Russia has subsequently been isolated in the Security Council and in the wider international community.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3474", "label" : {"_value" : "Biography information for Baroness Anelay of St Johns"} } , "answeringMemberPrinted" : {"_value" : "Baroness Anelay of St Johns"} , "dateOfAnswer" : {"_value" : "2014-12-10", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2014-12-10T16:58:46.423Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2014-11-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "International Law"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government, further to the remarks by Baroness Anelay of St Johns on 25 November (HL Deb, col 840), what assessment they have made of the legal implications of (1) the United Kingdom's invasion of Iraq, and (2) Russia's annexation of Ukraine.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3153", "label" : {"_value" : "Biography information for Lord Pearson of Rannoch"} } , "tablingMemberPrinted" : [{"_value" : "Lord Pearson of Rannoch"} ], "uin" : "HL3207"} , {"_about" : "http://data.parliament.uk/resources/166617", "AnsweringBody" : [{"_value" : "Department for Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/166617/answer", "answerText" : {"_value" : "

There is a central verse in the Holy Quran which states there is ‘no compulsion in religion’ a teaching which reflects the thinking and practice of many British Muslims.

The Government has worked closely with British Muslim community organisations, such as the Federation of Muslim Organisations and Leeds Makkah Mosque, to enable the voice of the vast majority of Muslims across the country, who strongly oppose the poisonous rhetoric of violent extremists, to be heard. This is in addition to the regular contact Ministers and officials have with faith communities. We also commend the proactive community-led work such as the #notinmyname campaign and the letter signed by over 100 British Muslims leaders which categorically denounces ISIL's barbaric actions.

Efforts such as these are valuable in challenging extremists and in bringing together the different communities in Britain.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4210", "label" : {"_value" : "Biography information for Lord Ahmad of Wimbledon"} } , "answeringMemberPrinted" : {"_value" : "Lord Ahmad of Wimbledon"} , "dateOfAnswer" : {"_value" : "2014-12-10", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2014-12-10T14:10:28.183Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Communities and Local Government"} , "date" : {"_value" : "2014-11-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Islam"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government, further to the remarks by the Lord Privy Seal on 25 November (HL Deb, col 789), what steps they intend to take to encourage British Muslims to address interpretations of the Qur’an, the Hadith and the Sunnah which deem them to form a justification for violence.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3153", "label" : {"_value" : "Biography information for Lord Pearson of Rannoch"} } , "tablingMemberPrinted" : [{"_value" : "Lord Pearson of Rannoch"} ], "uin" : "HL3208"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&min-answer.questionFirstAnswered.=2014-12-08T15%3A43%3A27.97Z&dateTabled=2014-11-27", "page" : 0, "startIndex" : 1, "totalResults" : 28, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
