DSIT is responsible for the majority of the Government\u2019s spending on R&D, including UK Research and Innovation\u2019s (UKRI) budget of £25.1 billion across the current Spending Review (FY2022/23 \u2013 2024/25). This includes an allocation of over £8.8 billion in financial year 2024/25.<\/p>

The Government is not developing economic models to forecast cryptoasset trends. Rather, it uses information from a range of sources to understand broad trends in the market in order to inform policy development.<\/p>

In October last year, the Treasury published its final proposals for creating the UK\u2019s financial services regulatory regime for cryptoassets, and is currently working to deliver legislation giving effect to its proposals. On 1 April 2024, the Sentencing Council for England and Wales introduced a new mitigating factor \u2018difficult and/or deprived background or personal circumstances\u2019 <\/em>across all offence specific guidelines, following consultation. As a statutory consultee, the Lord Chancellor made clear in his response his opposition to the inclusion of this new mitigating factor. However, as an independent body, the Government cannot require the Council to review particular guidelines.<\/p>

Regarding the implementation of the guidelines, under the Coroners and Justice Act 2009, the Council is required to monitor the operation and effect of its guidelines once published. The Council decides on its own priorities and work plan for producing and monitoring guidelines.<\/p>

In relation to judicial training, in order to preserve the independence of the judiciary, the Lady Chief Justice has statutory responsibility under the Constitutional Reform Act 2005 for the maintenance of appropriate arrangements for the welfare, training and guidance of the judiciary. The Science and Technology framework (updated February 2024) outlines the Government\u2019s actions to ensure the UK becomes a Science and Technology Superpower by 2030, including addressing access to finance and skills.<\/p>

HMRC issues SA tax returns to customers when the information they hold suggests that the customer meets the published criteria for completing one. HMRC often cannot determine someone\u2019s tax liability until they have sent in a tax return, therefore they need the return to establish whether there is tax due or not.\u200b\u200b Late filing and payment penalties are charged to encourage customers to file on time but we can cancel a customer\u2019s late filing penalty if they have a reasonable excuse. Customers can also ask HMRC to remove them from the SA process for future years if they no longer meet the criteria.\u200b<\/p>

From October 2011 the penalty legislation changed, from this point the capping of penalties was no longer factored into the calculation and any fixed penalty applied remained at the full amount regardless of liability.<\/p>

Although no change to the current penalty regime has been announced, Penalty Reform within Making Tax Digital will change the way we calculate penalties for late Submission and late payment of tax. The new legislation will factor in the Liability amount, Filing frequency and length of time outstanding within its penalty calculations.<\/p>

Many police forces provide amnesty bins all year round to provide the public with a facility to safely dispose of unwanted knives and other offensive weapons. It is for Chief Constables, directly elected Police and Crime Commissioners (PCCs) and Mayors with PCC functions to make operational decisions including how to allocate resources based on their local knowledge and experience.<\/p>

The Government continues to encourage police forces to undertake a series of coordinated national weeks of action to tackle knife crime under Operation Sceptre. The operation includes targeted stop and searches, weapon sweeps of hotspot areas, surrender of knives, including through amnesty bins, test purchases of knives from retailers, and educational events. The latest phase of the operation took place between 13 to 19 November 2023 and saw 12,149 knives surrendered or recovered.<\/p>

On 25 January we laid the Criminal Justice Act 1988 (Offensive Weapons) (Amendment, Surrender and Compensation) Order 2024 in Parliament. Subject to parliamentary approval, this will prohibit the manufacture, supply, sale and possession of zombie-style knives and machetes in England and Wales from 24 September 2024.
