Universal Support will deliver a national programme using the proven supported employment approach. A number of localities already have experience of delivering this approach, for example, through the Local Supported Employment Programme and through Individual Placement and Support in Primary Care.<\/p>

Through Universal Support, more disabled people will have access to the this \u2018Place, Train and Maintain\u2019 approach to employment support. This means placing participants in work at the earliest opportunity, training them to do their job effectively and providing ongoing support to sustain them in work. The Care Quality Commission (CQC) inspected the British Pregnancy Advisory Service (BPAS) Bournemouth in June 2022, rating the service \u2018Requires Improvement\u2019 for several reasons, including risks to patient safety and governance. In February 2023, CQC conducted a focused follow-up inspection to check on improvements, particularly those highlighted in the Section 29 warning notice, issued as part of the 2022 inspection, as requiring significant improvement. CQC also reviewed progress where breaches of regulation were identified. They found that systems and processes had improved and that the service was making progress against their action plan where breaches of regulation were identified.<\/p>

CQC continues to monitor the service closely, working with system partners where concerns are identified. Departmental officials also have regular meetings with the CQC to ensure women continue to receive a safe and high-quality abortion service. CQC has a range of enforcement powers which it uses on a proportional basis to keep people using services safe. This includes the ability to close services in the most serious of cases. The Senior Courts Costs Office (SCCO) assess bills of cost arising from proceedings in the High Court, London County Courts and Tribunals and the Court of Protection.<\/p>

<\/p>

The only cases currently being dealt with by the SCCO outside target timescales are those arising from Court of Protection proceedings.<\/p>

<\/p>

As of 14 April 2023, there were 5,975 Court of Protection bills of cost awaiting assessment.\u202f This is made up of 5,544 bills under £35,000 with waiting times of 38 weeks and 431 bills with a value of between £35,000 and £100,000 with waiting times of 47 weeks.\u202f The current time taken to issue a certificate in Court of Protection cases is 20 days from the assessment having been agreed.\u202f The party then submits the certificate to the Office of Public Guardian to authorise payment from the protected party\u2019s fund.<\/p>

<\/p>

Solicitors are not required to wait until the SCCO has assessed their bill and issued the certificate before receiving payment for costs. Court of Protection Rules enable solicitors to reimburse themselves for work undertaken in the first three-quarters of the year up to a maximum of 75% of the estimated annual charges. The total figure approved by the SCCO is adjusted to reflect any such payments made during the course of the year.<\/p>

<\/p>

The SCCO is running a pilot in which professional deputies appointed by the Court of Protection, their legal representatives and other legal professionals involved in Court of Protection cases, may file their bills in respect of general management and other applications electronically where the relevant authority has been obtained from the Court of Protection. The pilot of this electronic and expedited process is due to conclude on 28 April 2023.<\/p>

High-quality teaching is central to ensuring that pupils with Special Educational Needs and Disabilities (SEND) are given the best possible opportunity to achieve in their education. The SEND and Alternative Provision (AP) Improvement Plan published on 2 March outlines our approach to building capacity to achieve the behaviours and culture required for the successful implementation of these policy reforms.<\/p>

The department has transformed the support and training available to support teachers and leaders at every stage of their career to deliver improved outcomes for young people across the country.<\/p>

The golden thread of professional development begins with Initial Teacher Training (ITT) followed by a new two-year induction programme based on the Early Career Framework (ECF), which are designed to support trainees and newly qualified teachers to meet the Teachers\u2019 Standards at the appropriate level. This includes the requirement in Standard 5, that all teachers must have a clear understanding of the needs of all pupils, including, where appropriate those identified as being neurodivergent or other special educational needs.<\/p>

The department has publicly committed to reviewing the ITT core content framework and ECF alongside each other into more closely combined frameworks and we will explore how to better support new teachers to meet the needs of pupils with SEND.<\/p>

For experienced teachers and leaders, a range of specialist and leadership National Professional Qualifications (NPQs) are available. NPQs are designed to support professionals to hone and develop their existing skills, helping them to become more effective inside and outside the classroom, and ensure they support all pupils to succeed in both mainstream and specialist settings.<\/p>

High-quality teaching is central to ensuring that pupils with Special Educational Needs and Disabilities (SEND) are given the best possible opportunity to achieve in their education. The SEND and Alternative Provision Improvement Plan outlines the department\u2019s approach to building the capacity to achieve the behaviours and the culture required for the successful implementation of these policy reforms.<\/p>

To support all teachers, the department is implementing a \u2018golden thread\u2019 of teacher training reforms which begins with initial teacher training and continues into early career teaching, through to middle and senior leadership. These reforms are designed to ensure teachers have the skills to support all pupils to succeed, including those with SEND.<\/p>

The department is expanding training to increase school staff confidence in using assistive technology (AT). Following the promising results of the initial pilot, we are extending assistive technology training to a further 150 maintained schools. The extension, known as the \u2018AT Test and Learn\u2019 programme, will teach mainstream school staff how to use AT effectively, with a focus on the technology schools already have available or can easily obtain, such as text-to-speech tools.<\/p>

The department wants to build on the learnings from last year\u2019s pilot, where participants reported improved awareness, understanding and confidence in using AT and assessing its effectiveness. By running the AT Test and Learn training over 6 months and commissioning a comprehensive impact evaluation, we will gain a more thorough picture of how AT training can support wider SEND training.<\/p>
