In April 2020, NHS England introduced the 'early cancer diagnosis service specification' for Primary Care Networks (PCNs), which 99% of general practices (GPs) are signed up to. This is designed to support improvements in rates of early cancer diagnosis by requiring PCNs to review the quality of their practices\u2019 referrals for suspected cancer and take steps to improve this.<\/p>

NHS England is supporting GPs to diagnose more cancers early by making funding available to embed clinical decision support tools within general practice. These tools are designed to support GPs in clinical decision making, such as whether to refer or request further diagnostic investigation in patients where they believe there is a risk of cancer, and identifying patients who may be at risk of cancer based on the symptoms they present with.<\/p>

The Government is committed to supporting timely patient access to clinically- and cost-effective new drugs, including for metastatic breast cancer.<\/p>

The Medicines and Healthcare products Regulatory Agency, the National Institute for Health and Care Excellence (NICE) and NHS England are working closely together to ensure that there is a joined-up, timely approach to supporting access to new medicines for National Health Service patients, including those licensed through Project Orbis and the Innovative Licensing and Access Pathway. NICE is also able to make recommendations through the cancer drugs fund (CDF), which has benefitted over 88,000 patients as of March 2023. People with breast cancer are cared for by a team of healthcare professionals, each with their own expertise. This is known as the multidisciplinary team (MDT). Each MDT should include the full range of health professionals required to best inform and plan the most appropriate treatment options for the patient including for those patients with metastatic breast cancer. This would include appropriate surgeons, oncologists and clinicians from a wide range of other disciplines including nursing, radiology and pathology.<\/p>

NHS England expects treating clinicians will consider all available treatment options, taking account of relevant clinical and professional guidelines and the individual needs of the patient. The National Institute for Health and Care Excellence (NICE) is committed to publishing draft recommendations on all newly licensed treatments around the time of licensing in England and works closely with the Medicines and Healthcare products Regulatory Agency (MHRA) to ensure that licensing procedures and health technology assessments are as streamlined as possible.<\/p>

Both NICE and the Scottish Medicines Consortium are permanent partners in the Innovative Licensing and Access Pathway which supports more rapid review and approval of promising new cancer treatments.<\/p>

The Government published \u2018Saving and Improving Lives: The Future of UK Clinical Research Delivery\u2019 in March 2021. The phase two implementation plan for the vision, published in June 2021, aims to make it easier for all patients,<\/strong> including cancer patients,<\/strong> to access relevant research.<\/p>

The National Institute for Health and Care Research (NIHR) infrastructure supports clinical research, including metastatic breast cancer. The NIHR Clinical Research Network includes 15 Local Clinical Research Networks, accessible across all geographies in England, including underserved regions and communities.
