Under the first two iterations of the Recovery Loan Scheme, all applicants had to self-certify that they had been impacted by Covid-19 to access finance through the scheme. This requirement no longer applies to most applicants. Charities can continue to access finance through the scheme where they can self-certify they have been impacted by Covid-19. Providing a financial contribution, other than a Condition Improvement Fund (CIF) loan, such as trust reserves, has a very marginal influence on whether an application is successful. For CIF 2022/23, around 41% of all applications were successful, and for those that provided a contribution almost 42% were successful. There is no difference in the handling of a CIF application\u2019s assessment whether or not it includes a contribution or a loan request.<\/p>

It is the overall score that decides whether a bid is successful. The main consideration for applicants should be on achieving a high overall score against all three assessment criteria by evidencing high condition need, strong cost certainty and detailed project delivery planning.<\/p>

The Armed Forces Compensation Scheme (AFCS) reconsideration process is treated under Article 53 of the AFCS legislation.<\/p>

If a claimant disagrees with the decision made on their AFCS claim they have 12 months to request a reconsideration from the date they are notified of the decision. The claimant may produce further evidence to support their reconsideration. The claim and additional evidence will then be considered by a different caseworker and the outcome will be notified to the claimant. If they remain unsatisfied with the outcome of the reconsideration, the claimant has a further 12-month period to ask for an appeal. Appeals are heard by an independent tribunal, which deals solely with Armed Forces compensation cases and consists of a legally qualified Chair, a medical member and an ex-Service member. On current trajectory the first release of the new system is expected in late 2023 with further iterations being released through to late 2024. Through the NHS Long Term Plan, we are investing an additional £2.3 billion a year by 2023/24 to expand these services for adults, children and young people in England, including in Warrington North.<\/p>
