The Government actively supports and funds the development and dissemination of\u202ftechniques that replace,\u202freduce,\u202fand refine the use of animals in research (the 3Rs).\u202f This is achieved primarily through funding from UK Research and Innovation (UKRI) for the National Centre for the 3Rs\u202f(NC3Rs), which works nationally and internationally to drive the uptake\u202fof 3Rs technologies and ensure that advances in the 3Rs are reflected in policy,\u202fpractice,\u202fand regulations on animal research. At COP26, the UK announced the £65 million Just Rural Transition Support Programme to support developing countries design and implement approaches that help farmers build resilience and drive investment into more sustainable methods of agriculture. This builds on £9 million of current UK Government support to the Just Rural Transition which is helping countries to take initial steps to implement sustainable land use policies and practices. This is also a priority domestically. Following our exit from the European Union, England has begun a programme of ambitious agriculture reform. This new policy will, over a gradual transition period, phase out the area-based EU style subsidies and instead introduce a package of voluntary grants and continuous payments which reward farmers for environmental outcomes, increase productivity and support investment in technology.<\/p>

It is clear that global food and agriculture systems are central drivers of climate change, contributing up to 33% of global Greenhouse Gas Emissions and are the leading driver of biodiversity loss. Animal testing is only authorised where there is scientific benefit, to people, animals or the environment, and only when all aspects of the Animals (Scientific Procedures) Act 1986 have been fulfilled. This includes testing only being authorised after successful completion of a harm benefit assessment, when there are no scientifically satisfactory alternative methods and where the principles of the 3Rs (Replacement, Reduction and Refinement) have been fully applied.<\/p>

The statistics have shown a continual decline in the requirement for testing of the irritancy of substances to the eye. This decline has largely been due to the successful development and approval of non-animal methods.
