The Government agrees that creators should be fairly remunerated. The Government is taking forward work to achieve this, including a programme considering the remuneration issues related to music streaming.

DCMS Ministers and officials have been engaging with the Design and Artists Copyright Society (DACS) on their proposals for a Smart Fund. It is encouraging to see proposals from the sector to support creators and fair remuneration. However introducing statutory levies of this nature can present significant challenges, including the risk that costs would be passed to consumers. This is of particular concern in the context of wider cost of living challenges. We encourage DACS to work with the tech industry to explore options for industry-led solutions.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4647", "label" : {"_value" : "Biography information for Julia Lopez"} } , "answeringMemberConstituency" : {"_value" : "Hornchurch and Upminster"} , "answeringMemberPrinted" : {"_value" : "Julia Lopez"} , "dateOfAnswer" : {"_value" : "2022-06-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-06-16T14:12:50.027Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Digital, Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Digital, Culture, Media and Sport"} , "date" : {"_value" : "2022-06-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Arts: Finance"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Digital, Culture, Media and Sport, if she will make an assessment of the potential merits of introducing a Smart Fund to help ensure creators and performers are remunerated for their work by using funds from sales of electronic devices which copy, store and share creative content.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4008", "label" : {"_value" : "Biography information for Dame Caroline Dinenage"} } , "tablingMemberConstituency" : {"_value" : "Gosport"} , "tablingMemberPrinted" : [{"_value" : "Dame Caroline Dinenage"} ], "uin" : "15722"} , {"_about" : "http://data.parliament.uk/resources/1469251", "AnsweringBody" : [{"_value" : "Department for Levelling Up, Housing and Communities"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1469251/answer", "answerText" : {"_value" : "

We have regular meetings with representatives of the British Medical Association, including through the quarterly Social Partnership Forum. Junior doctors are currently in a four-year collectively agreed pay and contract reform deal from 1 April 2019 to 31 March 2023. Through the NHS People Plan and People Promise we are modernising National Health Service working cultures to ensure that the NHS is an attractive place to work. This includes a focus on staff health and wellbeing, more support for flexible working and a commitment to tackling inequality.
