The Government is investing £6.6 billion in this Parliament to decarbonise buildings, of which over £2 billion is aimed specifically at lower-income households, helping people save money on their energy bills.

The total committed funding to the Social Housing Decarbonisation Fund, to date, is just over £1 billion, representing a significant investment in driving the decarbonisation agenda. £240 million has been awarded to Registered Providers of social housing through the Demonstrator and Wave 1, delivering energy efficiency upgrades to Social Homes currently below EPC C from 2022 to 2023. As confirmed in the 2021 spending review settlement, £800 million has been committed for Wave 2 of the Social Housing Decarbonisation Fund (FY22/23 –24/25). The competition window is currently planned to open in late summer 2022.

The Government has allocated £1.1 billion to the Home Upgrade Grant since 2020. £219 million has been awarded to local authorities to deliver energy efficiency upgrades to low-income, off-gas grid, households by March 2023. BEIS is working across government and with key stakeholders to decide the final policy scope and delivery approach for future Home Upgrade Grant funding iterations until 2025.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1526", "label" : {"_value" : "Biography information for Greg Hands"} } , "answeringMemberConstituency" : {"_value" : "Chelsea and Fulham"} , "answeringMemberPrinted" : {"_value" : "Greg Hands"} , "dateOfAnswer" : {"_value" : "2022-03-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-03-21T17:05:38.737Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2022-03-11", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Housing: Carbon Emissions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, what progress has been made in distribution of the £1.6 billion of funding as part of the Home Upgrade Scheme and Social Housing Decarbonisation Scheme.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4763", "label" : {"_value" : "Biography information for Fay Jones"} } , "tablingMemberConstituency" : {"_value" : "Brecon and Radnorshire"} , "tablingMemberPrinted" : [{"_value" : "Fay Jones"} ], "uin" : "138349"} , {"_about" : "http://data.parliament.uk/resources/1440106", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1440106/answer", "answerText" : {"_value" : "

The Government is providing support worth over £20 billion across this financial year and next that will help families with the cost of living. This includes cutting the Universal Credit taper rate and increasing work allowances to make sure work pays, freezing alcohol and fuel duties to keep costs down, and the £9.1 billion package announced in February 2022 to help households with rising energy bills.

As set out in the Prisons Strategy White Paper, we recognise that prisoner-facing technology can be transformative, including in supporting women with their rehabilitation and preparation for resettlement. To date, we have invested widely in prisoner communication, including rolling out video calling technology in July 2020 and email-reply systems in Autumn 2020 in all women’s prisons. We also completed the roll out of in-cell telephony in all closed women's prisons in June 2021. In addition, as part of family contracts, all women’s prisons have Family Engagement Workers who will work with and facilitate engagement with local authorities.
