We have no plans to bring forward legislative proposals to make caring by people under the age of 16 years old illegal. However, the Government believes that young people should be protected from inappropriate and excessive caring responsibilities. Adult and children\u2019s services should take a whole family approach to the identification and support of young carers.<\/p>

Changes to section 17 of The Children Act 1989 introduced via the Children and Families Act 2014, extended the right to a assessment for all young carers. Local authorities must carry out an assessment upon request or on the appearance of need. Such an assessment must consider whether it is appropriate or excessive for the young carer to provide care for the person in question, considering the young carer\u2019s needs and wishes.<\/p>

In addition, local authorities have a duty under the Care Act 2014 to produce a care and support plan and offer a personal budget following a needs assessment to ensure that the person being cared for and their carer\u2019s needs are adequately met. In order to support all businesses across the UK economy throughout the Covid-19 pandemic we have provided businesses with an unprecedented support package of £400 billion, including grants, loans, business rates relief, VAT cuts and the job retention scheme. This includes a total of over £26 billion in business grants.<\/p>

My Rt. Hon. Friend Mr Chancellor of the Exchequer announced on 21 December that additional support will be available for businesses in recognition of the impact that that the spread of Omicron variant had on hospitality over the Christmas period. The Government is providing one-off grants of up to £6,000 per premises for businesses in the hospitality and leisure sectors in England plus more than £100 million discretionary funding will be made available for local authorities to support other businesses. Around 200,000 businesses will be eligible for business grants which will be administered by Local Authorities. The Additional Restrictions Grant (ARG) fund is open until March 2022.<\/p>

We are committed to improving women\u2019s health. Independent reports such as Baroness Cumberlege\u2019s review in 2021 were a catalyst in shining a light on women\u2019s experiences of the healthcare system. VAT is a broad-based tax on consumption. The standard rate of 20 per cent applies to most goods and services, including PCR tests. Medical testing, where it is administered by a registered health professional or where it is supervised by a relevant health professional and supplied as part of a single testing service, is exempt from VAT. The Government also continues to offer free Covid-19 testing for those with Covid-19 symptoms.<\/p>

The Government recognises that the cost of PCR tests can be high, which is why we are working with the travel industry and private testing providers to see how we can further reduce the costs for the British public, whilst ensuring that travel remains as safe as possible.
