The Secretary of State for Northern Ireland and I have attended cross-government meetings with the COP President, most recently on 22 March. I also recently met with the Chair of the Expert Panel on the Future of Energy to discuss the NI Executive\u2019s Energy Strategy and how the UK Government can help in developing this. We continue to press for engagement with the Executive and Northern Ireland businesses in order to promote Northern Ireland\u2019s interests.<\/p>

Recent announcements of New Deal funding to support green technology in Northern Ireland and support for the production of hydrogen buses in Ballymena reflect the priority which this Government has given to decarbonisation. The Government is committed to strengthening the Union and Northern Ireland\u2019s place within it. Increasing trade flows between the four nations of the UK is a key part of that strategy.<\/p>

That is why the unfettered access protections for qualifying businesses on arrival in Great Britain will apply whether goods are moved directly to Great Britain or indirectly via Ireland - meaning unfettered access whether goods leave Belfast for Cairnryan, or Dublin for Holyhead.<\/p>

Further to this, the Union Connectivity Review will make recommendations on whether and how to best improve connectivity across the UK.<\/p>

The interim report identified a ferry route between Warrenpoint and Holyhead as being of further interest to the Panel, to be explored further, so I look forward to seeing the final report.<\/p>

The Government has always stressed the importance of the Union. This year is the centenary of Northern Ireland and the United Kingdom as we know it today, and the Government is committed to levelling up across all four nations of the UK.<\/p>

The £400m New Deal and the £562m in City and Growth Deals will boost economic growth, with Deals covering the whole of Northern Ireland. This includes the Derry-Londonderry and Strabane City Deal that the Government signed Heads of Terms for in February.<\/p>

Northern Ireland will also benefit from the Community Renewal Fund, the Levelling Up Fund and the UK Shared Prosperity Fund. We will continue working tirelessly for our family of nations going forward.<\/p>

I recognise the Rt Hon Lady\u2019s work on this important issue to date. We have worked hard for a year now to encourage progress from the Department of Health on proper commissioning of the services set out in the regulations a year ago but without success.<\/p>

While over 1,100 abortions had been provided locally in Northern Ireland since April 2020, services have not been formally commissioned by the Department of Health.<\/p>

That is why we recently laid further Regulations which provide the Secretary of State for Northern Ireland with a power to direct the Department of Health and others to take the action necessary to implement the recommendations in paragraphs 85 and 86 of the CEDAW Report. Women and girls in Northern Ireland should have the same rights in this space as those across the rest of the UK.<\/p>

The Government is investing over £12 billion in affordable housing over 5 years, the largest investment in affordable housing in a decade. This includes the new £11.5 billion Affordable Homes Programme, under which 10 per cent of delivery over the course of the programme will be used to increase the supply of much needed specialist or supported housing, including for older and disabled people. As set out in our National Planning Policy Framework,\u202flocal authorities should already assess the types of specialist housing needed for\u202folder and disabled people in their areas, and\u202fthat\u202fthis should be\u202freflected\u202fin their planning policies.\u202f

We have also given councils guidance on options they should consider, such as housing with improved accessibility, so the most vulnerable get the support they need. We do not prescribe in detail how local authorities should allocate their high needs funding, including how top-up funding should be used for children with education, health and care (EHC) plans. However, local authorities and schools have statutory duties under the Children and Families Act 2014 to support children and young people with special educational needs and disabilities (SEND).<\/p>

Paragraph 94 of the operational guide on high needs funding arrangements (available at: https://www.gov.uk/government/publications/high-needs-funding-arrangements-2021-to-2022<\/a>) says that: \u201cMany local authorities have systems which indicate the range of top-up funding that might be provided for children and young people with a particular complexity of need (sometimes referred to as \u2018banded\u2019 funding systems). These can be helpful in providing clear and transparent funding arrangements for many types of need that may be met in a range of different institutions. Where a local authority makes a large number of placements at an institution or range of institutions, a system for the local authority and institutions to agree levels of top-up funding in advance can be a very efficient way of allocating this funding. However, the final allocation of funding must be sufficient to secure the agreed provision specified in any EHC plan.\u201d<\/p>

However, the department does not play a part in local authorities\u2019 decisions on whether to follow such banded funding systems or not.<\/p>

The government is committed to delivering real improvements to the SEND system, which will be taken forward through the SEND review, which has sought views from family representative groups and partners across education, health and care. We share a common ambition to reform the SEND system so that children and young people can have the support they need at the earliest possible point, whilst streamlining the EHC planning process, so that we can both improve these children\u2019s outcomes and make the system more sustainable. In Step 2 non-essential retail is allowed to reopen. Schedule 2, 13(5)(m) of The Health Protection (Coronavirus, Restrictions) (Steps) (England) Regulations 2021<\/a> sets out clearly that in Step 2 indoor attractions at museums and galleries must remain closed, but this does not include retail galleries where the majority of the art on display is for sale.<\/p>

Indoor attractions at museums and galleries will be able to reopen in Step 3, no earlier than 17 May.<\/p>

The National Design Guide sets out ten characteristics of well-designed places which can be applied to all types of location, including rapidly developing urban areas.
