Government recently launched a major effort to tackle loneliness and social isolation. This includes a new public campaign encouraging people to talk openly about loneliness, as well as guidance on how individuals can safely support themselves and others if they are feeling lonely or isolated. This information is available on the ‘Let’s Talk Loneliness’ website.

In addition, Government is making £5 million available for national organisations working on tackling loneliness and applications for this new fund opened on 13 May 2020. Government has also formed a new ‘Tackling Loneliness Network’, which consists of high-profile charities, businesses and public figures who will work together to find innovative solutions which support people at risk of loneliness.

It is for the governing body of a school (or the academy trust, in the case of academies) to decide whether there should be a school uniform, and if so, what it should be. It is also for the governing body or academy trust to decide how the school uniform should be sourced. To support them to do this the Department issues best practice guidance which can be found here: https://www.gov.uk/government/publications/school-uniform.

Our guidance is clear that the Department strongly encourages schools to have a school uniform and recognises the valuable role it can play in contributing to the ethos of a school and setting an appropriate tone.

The Government is pleased to support the Private Members' Bill, Education (Guidance about Costs of School Uniforms) Bill, in order to make our guidance on the cost considerations for school uniform statutory at the earliest opportunity. The Deputy Chief Medical Officer’s comments on 20 March referred to specific problems with deliveries to National Health Service trusts, in line with Public Health England Personal Protective Equipment (PPE) Guidance at that time. Further distribution problems arose soon after and at the daily COVID-19 press conference on 31 March the Deputy Chief Medical Officer apologised and acknowledged that soon after her comment on 20 March, problems with distribution had returned.

Systems set up to supply 226 NHS trusts have had to increase their operations in a matter of weeks to provide drops of critical equipment to 58,000 healthcare settings including general practitioners, pharmacies and social care providers. This required a huge scaling up of our logistics capability.

The Universal Service Obligation is set out in the Postal Services Act 2011.

Ministers have no role in temporary changes to the service level. The regulatory conditions that require Royal Mail to deliver letters 6 days a week as part of the universal postal service also provide that Royal Mail is not required to sustain these services without interruption, suspension or restriction in the event of an emergency. Ofcom has acknowledged in this context that the COVID-19 pandemic is an emergency.

The government recognises the value of esports which has the potential to develop as an area of real national strength in the UK, building on our world-class video games, entertainment and sports sectors. Esports has also come to the fore during the Covid-19 lockdown, offering entertainment and a way to connect with others.

Ministers have met frequently with the creative industries, including meetings with the Creative Industries Council and weekly roundtable meetings during the current Covid-19 crisis which were attended by organisations such as UKIE that represent businesses in the esports sector. There has also been frequent discussion recently between officials and individual esports businesses and organisations.

As both my right hon. Friends the Prime Minister and Chancellor of the Exchequer have made clear, the government will do whatever it takes to support people affected by Covid-19.

Our latest guidance for schools is set out below:

https://www.gov.uk/government/collections/coronavirus-covid-19-guidance-for-schools-and-other-educational-settings.

These are rapidly developing circumstances. We will continue to keep the situation under review and will keep Parliament updated accordingly.

Schools are best placed to make decisions about the most appropriate free school meal (FSM) arrangements for eligible pupils during this period. In the first instance, we are asking schools to speak to their catering teams and food suppliers about making food parcel arrangements for children staying at home as we believe that this is the best way to ensure that children are continuing to receive healthy meals. Where this is not possible, schools can use our national voucher scheme or alternatively can also set up their own voucher arrangements where the national scheme is not suitable. We have not put forward an approach that would involve direct payments to parents.

Schools and local authorities continue to accept FSM applications from parents or pupils. The department provides an Eligibility Checking System to support schools and local authorities in verifying and awarding FSM and we have developed a model registration form to help schools encourage parents to sign up for FSM.

Our Holiday Activities and Food Scheme will ensure that thousands of disadvantaged children have access to healthy meals this summer. On 16 March, we wrote to all bidders to let them know whether or not they were successful in their applications for funding and offered feedback to unsuccessful bidders. We will shortly announce the successful areas publicly.
