Consular support is tailored to the individual circumstances of each case, and prioritises those that need help the most. Ministers regularly discuss issues including renewable energy, including as part of the Government\u2019s commitment to meeting net zero by 2050.<\/p>

<\/p>

In 2019, the Government set a legally binding-target to achieve net zero greenhouse gas emissions from across the UK economy by 2050. We agree with the Committee on Climate Change\u2019s view on the importance of a diverse mix of power generation sources to achieve that with renewables providing the majority of our electricity by 2050 alongside firm low carbon power from sources such as nuclear, and gas or biomass generation with carbon capture and storage. The Government has introduced many initiatives to increase the supply of renewable energy production in the UK.<\/p>

<\/p>

We have committed up to £557m of annual support for future Contracts for Difference, providing developers with the confidence they need to invest in bringing forward new projects and we are supporting our world-leading offshore wind industry through the 2019 sector deal.<\/p>

<\/p>

In order to support smaller scale renewable electricity generation, the Government introduced the Smart Export Guarantee on 1 January, which gives\u202fsmall scale low-carbon electricity generators, such as\u202fhomes with\u202fsolar\u202fpanels,\u202fthe right to\u202fbe paid for the renewable electricity they export to the grid.<\/p>

<\/p>

The Renewable Heat Incentive (RHI) supports the transition to low-carbon heating in the UK, helping generate renewable heat for schools, hospitals and more than 12,000 social housing properties. The scheme is designed to bridge the gap between the cost of fossil fuel heat sources and renewable heat alternatives through financial support for owners of participating installations. The RHI helps to sustain and build the supply-chains needed to deliver our aspirations for renewable heat in 2020 and beyond<\/p>

<\/p>

Meeting our net zero target will require virtually all heat in buildings to be decarbonised, and heat in industry to be reduced to close to zero carbon emissions. This will involve large-scale transformation, including disruption to consumers and wide-ranging change to energy systems and markets: the way heating is supplied to over 28 million homes, businesses and industrial users will need to change.<\/p>

We are working to develop a new policy framework for the long-term decarbonisation of heat. This Government takes parliamentary accountability very seriously. The Cabinet Office complies with guidance on written Parliamentary Questions. As announced at the Budget on 11 March, the government will establish a significant new campus in the north of England focused on economic decision making. It will contain at least 750 roles, made up of teams from HMT, BEIS, DIT and MHCLG. We expect the implementation timetable to be set out at the forthcoming Spending Review, though we hope the new office will be fully operational by the end of this Parliament.<\/p>

The exact grade mix and range of roles that the Treasury will provide has yet to be finalised, and is subject to internal consultation with the teams involved. The Government has committed to relocating a minimum of 22,000 Civil Service roles outside of central London over the next decade, this will include the West Midlands alongside other parts of the UK. There is now a policy presumption against the creation of new public bodies in London.<\/p>

As part of the Places for Growth programme, the Government will seek to establish sustainable career pathways into senior grades so that London is not the only route for progression to the Senior Civil Service. The programme is working with departments and public bodies to develop plans that ensure that roles across all grades are relocated.<\/p>

The government has unveiled a comprehensive and sizable package of direct fiscal support for business through tax relief and cash grants.<\/p>

<\/p>

Businesses in the retail, hospitality and leisure sectors in England will not have to pay business rates for 12 months, to support firms with costs and cashflow. This includes £25,000 for retail leisure and hospitality businesses up to £51,000 rateable value, and £10,000 for smaller retail, leisure and hospitality businesses, and several hundred thousand businesses eligible for small business or rural rate relief.<\/p>

We will also support businesses by deferring Valued Added Tax (VAT) payments for 3 months, Taxpayers will be given until the end of the 2020-21 tax year to pay any liabilities that have accumulated during the deferral period. Retailers can also access other support mechanisms, including Coronavirus Business Interruption Loans.<\/p>

The National Health Service has world-renowned critical care facilities which includes access to around 5,000 adult and 900 paediatric critical care ventilators, with further ventilators available outside of critical care facilities.<\/p>

Work preparing the NHS has been ongoing and we have already nearly doubled ventilator capacity. New and existing suppliers are being asked to build as many as they can. The Prime Minister has issued a call to United Kingdom industry to produce additional ventilators and the Department asked appropriate potential manufacturers on 13 March to come forward with proposals for new ventilation machines. The Department is considering carefully all available evidence around the potential of different medicines for use in treating COVID-19. Clinical trials are being developed to assess the benefits of a number of different medicines in treating COVID-19. Further medicines may be trialled should evidence indicate to the Department that this would be an appropriate course of action. The Department, the Medicines and Healthcare products Regulatory Agency, Public Health England and the National Health Service are working together to ensure that trials can begin as soon as possible.
