The UK is committed to supporting countries to achieve the Global Goals, including working actively with countries to help raise and manage public revenues, and thereby to invest in their public services and infrastructure.<\/p>

In February 2019 we announced a new £47 million package of support to assist developing countries in strengthening their tax systems. This package will provide technical assistance and capacity building support through a number of partners. It will also help contribute to economic growth by helping to tackle tax avoidance and evasion, and by creating a more level playing field for businesses. The Department is committed to recovering National Health Service charges from overseas visitors and continues to support the NHS in achieving a higher rate of cost recovery from chargeable overseas visitors and migrants and reduce health tourism rates. This has raised over £1.3 billion since 2015, with the total amount identified continuing to rise each year from £89 million in 2012/13 to £464 million in 2018/19.<\/p>

The Government recently announced an investment of £1 million to expand a team of NHS experts whose role is to assist and support NHS organisations to understand the cost recovery rules and ensure they are applied fairly and consistently.<\/p>

In January 2019, the Government increased the rates of the immigration health surcharge to £400 per year, or £300 for students, to better reflect the actual costs to the NHS of treating those who pay the surcharge. This now generates over £400 million per year for the NHS whilst reducing the administrative burden on the NHS associated with identifying and charging eligible patients.<\/p>

Since 2017, chargeable patients seeking to access treatment that is not urgent or immediately necessary are required to pay upfront and in full before they receive the treatment.<\/p>

The Government is committed to preventing people from driving under the influence of alcohol. We employ a combined approach of tough penalties and rigorous enforcement along with our highly respected and effective THINK! campaigns to reinforce the social unacceptability of drink driving and to remind people of the serious ramifications of drink driving on themselves and others.<\/p>

The Department has also taken some important steps to tighten drink driving legislation. We have made it a requirement for high-risk offenders to undertake medical tests before they are allowed to drive again, and we have also made sure that drivers over the breath limit cannot escape a conviction by demanding a further blood or urine test.<\/p>
