As committed to in the second chapter of our childhood obesity plan, published in June 2018, the Department of Health and Social Care and the Department for Digital, Culture, Media and Sport have jointly consulted on introducing further advertising restrictions for products high in fat, sugar and salt (HFSS) on TV and online. As part of this consultation we invited views on whether the scope of this consultation should be extended to other forms of media and how HFSS products should be defined. Government is supporting increased levels of IT literacy through the refresh of the Essential Digital Skills (EDS) Framework, which sets out the skills learners require to be safe, legal and confident online, and find, manage, and store digital information securely, thereby helping them guard against malware and ransomware. The EDS framework is the basis of the training delivered through the £18m \u2018Future Digital Inclusion\u2019 programme. Delivered by a network of 5,000 Online Centres, which are primarily based in libraries and other community spaces, this programme has supported over 1 million adult learners since 2014 to develop essential digital skills.<\/p>

Government is also supporting IT literacy through the introduction of a national entitlement to basic digital skills courses from 2020, similar to the existing legal entitlements for English and Maths. This will provide adults of any age the opportunity to undertake improved qualifications, based on the EDS framework, free of charge.<\/p>

Government is also supporting cyber security through Cyber Aware; a campaign which aims to increase UK citizens\u2019 and businesses\u2019 resilience to cyber crime by encouraging the adoption of secure online behaviours. Key promoted advice includes, to always install your e-device\u2019s latest app and software updates to make it less vulnerable to cyber threats.<\/p>

In addition, the flagship skills programme GDS Academy teaches civil servants the digital skills, awareness and knowledge they need to transform and build the best public services. It offers training in subjects including agile project delivery and user-centred design. The GDS Academy runs across the country, with courses in Leeds, London, Manchester and Newcastle, as well as a partnership with the Scottish Government. More than 10,000 civil servants have been trained since it was set up in 2014.<\/p>

Departments have built their digital professionalism and capability, with over 10,000 civil servants now having been trained by the GDS Academy; new standards have made services across government consistent, accessible and intuitive; and departments have delivered exemplar digital services.<\/p>

The Tourism Sector Deal was published on the 28th June with the aim of helping the tourism industry across the whole of the UK. The Deal sets a series of ambitions towards 2025, against which we will report annually.<\/p>

The Government concluded the last fundamental review of business rates in 2016. Respondents to the review agreed that property based taxes are easy to collect, difficult to avoid, relatively stable compared to other taxes, and that they have a clear link with local authority spending.<\/p>

<\/p>

The Government has taken repeated action to reduce the burden of business rates for all ratepayers including retailers. Our Plan for the High Street announced at Budget 2018 provides £1 billion of upfront support through a new retail discount, cutting retailers\u2019 business rates bills by a third for two years from 1 April 2019 subject to eligibility.<\/p>

Reforms and reliefs announced since Budget 2016 are reducing business rates by more than £13 billion over the next five years. The Political Declaration agreed between the UK and the EU acknowledges the importance of mobility for cultural cooperation. The UK has proposed reciprocal mobility arrangements with the EU that support businesses to provide services and move their talented people. We also want to discuss how to facilitate the temporary mobility of self-employed professionals and employees providing services. The detail of our reciprocal mobility arrangements will be discussed in the next phase of negotiations.<\/p>

The Government\u2019s Loneliness Strategy \u2018A connected society: A Strategy for tackling loneliness \u2013 laying the foundations for change,\u2019 acknowledged that tackling loneliness is complex and a long-term challenge, requiring action across many fronts and working with local government, public services, the voluntary and community sector and businesses to identify opportunities to tackle loneliness and build more integrated communities.<\/p>

The Government has commissioned an evidence review to support the Chief Social Worker for Adults\u2019 commitment in the Loneliness Strategy, to improve knowledge sharing among social workers and recognition and support for people who may be experiencing loneliness.<\/p>

The review summarises the evidence into key messages and recommendations for social workers, other social care practitioners and employers.
