Her Majesty\u2019s Prison & Probation Service is committed to ensuring that young people in custody are given the opportunity to take part in sport. In October last year, together with a number of leading football organisations, it launched the Twinning Project, in which 40 English Football League and Premier League clubs are working together with prison establishments to help reduce re-offending. The form this work will take will vary depending on the needs of the establishment and the club, but will range from professional coaching qualifications to refereeing and employability skills. There are also plans to extend this approach to include other sports, such as Rugby League.<\/p>

The Serious Violence Strategy, published in April last year, sets out our assessment of the risk and protective factors which impact on an individual\u2019s likelihood of becoming involved in serious violence as a victim or perpetrator. The impact of adverse childhood experiences are highlighted within this context. The Strategy stresses the importance of early intervention to tackle the root causes of serious violence and provide young people with the skills and resilience to lead productive lives free from violence. We are investing in early intervention through the £22 million Early Intervention Youth Fund and the longer term £200 million Youth Endowment Fund, to ensure those most at risk are given the opportunity to turn away from crime and violence and lead positive lives.<\/p>

Through the Police Transformation Fund, we have also awarded £6.87m to South Wales Police for three years from 2017/18 onwards to deliver the Early Action Together (EAT) project with all four police forces in Wales and a range of partners. The police are working in collaboration with Public Health Wales to develop and test a new approach to policing, which prevents and mitigates Adverse Childhood Experiences (ACEs). The Ministry of Defence (MOD) is absolutely committed to ensuring that both serving personnel and veterans are given the mental health treatment and support they need. We do this by working in close partnership with a variety of different organisations, including the NHS (which is responsible for the provision of healthcare, including mental healthcare, for veterans) and Service charities.<\/p>

<\/p>

Personnel leaving the Armed Forces are provided with a final medical assessment by Defence Medical Services who can refer personnel to sources of civilian welfare support as necessary. Those who have had mental health issues during their service are able to access facilities at their nearest MOD Department of Community Mental Health (DCMH) for up to six months after discharge, to help them during the transition period. A Tri-Service Welfare Referral Protocol ensures any Service person discharged with a diagnosed mental health disorder who has given their consent is referred to the MOD's Veterans UK Veteran Welfare Service who can provide ongoing specialist advice, information and support. Where a Service person in England is approaching discharge but has an enduring need for mental healthcare, we work in partnership with NHS England through the Veterans Mental Health Transition, Intervention and Liaison Service, to ensure continuity of care.<\/p>

The Government is not complacent about the need to further support our people. As part of the cross-Government 'Strategy for our Veterans<\/em>' launched in 2018, this year we are also introducing a holistic transition policy. Transition support currently provided by the MOD largely focuses on employment support, delivered by the Career Transition Partnership. This supports Service leavers in their transition from military to civilian life through a range of career and employment support services, including skills development workshops, seminars, resettlement training advice, vocational training courses, career consultancy, one-to-one guidance and job finding support. However, transition is far wider than finding employment, and relates to the significant life changing processes which affect both the Service person and their immediate family through the entire time they are within or connected to the Armed Forces, through to discharge and beyond. These need to be appropriately addressed to ensure successful transition into civilian life.\u202fThis will include transition to civilian health care.<\/p>

Living costs support increased by 10.3% for students on the lowest incomes in the 2016-17 academic year compared to the previous system, with further inflationary increases for each year since then. The government has announced a 2.8% increase in maximum loans for living costs for the 2019-20 academic year starting in August.<\/p>

HE providers have clear responsibilities, including under the Equality Act (2010), and should have robust policies and procedures in place to comply with the law to investigate and swiftly address reports of sexual misconduct.<\/p>

All students should be able to thrive in HE, free from barriers to both their academic and personal development. The government expects providers to address barriers preventing students from having a positive experience, and to ensure they have appropriate support in place.<\/p>

The government is working closely with Universities UK (UUK) and the Office for Students to support work to address sexual harassment in HE, including implementing the recommendations of the UUK Taskforce on sexual violence and harassment, published in 2016.<\/p>

Since these recommendations were published, further guidance has been published on sexual misconduct in HE. This includes the Pinsent Masons guidelines on how to handle student misconduct which may constitute a criminal offence, and separate briefings from the Office for the Independent Adjudicator for Higher Education on handling disciplinary procedures relating to sexual misconduct.<\/p>

HE providers are autonomous institutions who have a duty of care to students, which includes all aspects of safeguarding and wellbeing. This is taken very seriously by providers. Providers will make decisions based on the needs of their student body, for example including support services for students facing issues relating to sexual violence and harassment.
