We have not made an assessment of this nature, as any change in rent arrears is not solely attributed to Universal Credit. The initial analytical work we have carried out with a single housing provider suggests that many tenants are arriving on Universal Credit with pre-existing rent arrears, supporting by the research carried out by the National Federation of ALMOs which shows over three quarters of their tenants come onto Universal Credit with pre-existing rent arrears.<\/p>

This initial analytical work also shows that arrears tend to increase prior to making a claim for Universal Credit, and that Universal Credit actually appears to be helping to clear arrears over time. We are currently extending this analysis to include a number of housing providers. It will be published when completed.<\/p>

We have responded to concerns in this area by putting a number of safeguards in place \u2013 100 per cent advances repayable over 12 months, increasing to 16 months in October 2021; a two-week Transition to Universal Credit Housing Payment; a new Help to Claim service; and Managed Payment to Landlord Arrangements, which allow for payments direct to the landlord if the tenant is likely to have difficulty in managing their rent payments, is unlikely to pay their rent or is in rent arrears equivalent to two months.<\/p>

We are aware that for many who are self-employed, particularly those with seasonal businesses, earnings often fluctuate from month to month, and they need to budget and plan for this. The UK is currently party to a small number of trade related agreements between the EU and the US. These cover issues such as mutual recognition of conformity assessment in certain sectors. The UK has now completed work to transition these agreements to bilateral UK-US agreements. They are ready to come into effect when the UK leaves the EU.<\/p>

On 14 February 2019, the UK and US signed a Mutual Recognition Agreement (MRA) on Conformity Assessment to ensure continuity of mutual recognition in the following three sectors: good manufacturing practice for pharmaceuticals, telecommunications equipment, and electromagnetic compatibility. Other agreements, including on wine, spirits and marine equipment have been signed between the UK and US to ensure continuity as the UK leaves the EU.<\/p>

These agreements do not cover all of UK trade with the US. The US continues to be our single largest bilateral trading partner. The government values international exchange and collaboration in education and training as part of its vision for a global Britain. We are open to exploring participation in the Erasmus+ successor scheme (2021-27) though this will ultimately be subject to wider UK-EU negotiations on the future partnership. Developed in co-operation with providers across the education sector, this strategy sets out an ambition to increase the value of our education exports to £35 billion per year, and to increase the number of international higher education students in the UK to 600,000 per year, both by 2030.<\/p>

The strategy also sets out actions to support the higher education sector to deliver on this ambition. These include the appointment of an international education champion to help build links with priority countries and unlock barriers to international exchange and partnership. In addition, the strategy sets out actions to ensure that international students have the best possible experience studying in the UK, and that doing this maximises their employment opportunities.<\/p>

The government will be working closely with institutions, Universities UK International and the British Council to develop partnerships, deliver trade missions, to provide forums to develop sustainable mutually beneficial transnational education programmes and to develop annual updates to the strategy.<\/p>

The UK is committed to negotiating an ambitious free trade agreement with the United States as soon as we have left the European Union.<\/p>

The President and Prime Minister have made clear on a number of occasions their shared commitment to an ambitious, wide-ranging free trade deal that reflects the strength of our bilateral relationship. We welcome the publication by the US Administration of their negotiating objectives for a free trade agreement with the UK as well as the President\u2019s positive public comments during the recent state visit.<\/p>

Although we cannot enter into negotiations with the US until we leave the EU, there is still much that we can do to lay the groundwork for an ambitious deal. This includes:<\/p>

Completing our domestic UK processes so that we are ready to start negotiations;<\/p>

<\/p>

Continuing our conversations with the Office of the US Trade Representative to prepare for live negotiations. These conversations are well advanced, including through the UK/US Trade and Investment Working Group, which has now met five times since it was established in July 2017. The most recent Working Group in November 2018 involved over 100 officials on each side.<\/p>

In parallel, work has taken place between our governments to ensure continuity of trade with the US, notably the UK-US Mutual Recognition Agreement, the UK-US \u2018Open Skies\u2019 Air Services Arrangement, and Wine and Spirits Agreements signed in recent months.<\/p>

Protecting the UK\u2019s right to regulate is in the public interest and protecting public services, including the NHS, will be of the utmost importance when negotiating future trade agreements. The UK\u2019s public services are protected by specific exceptions and reservations in existing EU Free Trade Agreements (FTAs). As we leave the EU, the UK will continue to ensure that rigorous protections are included in all trade agreements to which it is party, whether transitioning existing EU FTAs or resulting from new negotiations.<\/p>

From 3 July to 22 October 2018, the Government ran a public consultation on reforming the Gender Recognition Act 2004 in order to make the gender recognition process less bureaucratic and intrusive for the people that use it.<\/p>

We have had an exceptional response rate to the consultation on the Gender Recognition Act, receiving over 100,000 responses. We are considering these responses and the next steps. We will set out our response to the consultation later this year.
