Entry on the register entitles the person to vote. The UC1 form incorporates details for both the application and the declaration which the EU citizen is required to provide. The UC1 form must be submitted 12 working days before the date of the election. The 12 working day deadline is based on two provisions relating to the application process and the publication of, and alterations to, the register before the election. The provisions are contained in section 13B of the Representation of the People Act 1983 and regulation 29 of the Representation of the People (England and Wales) Regulations 2001; and the equivalent provisions in the Representation of the People (Scotland) Regulations 2001 and Representation of the People (Northern Ireland) Regulations 2008, as applied by Schedule 001 of the European Parliamentary Elections (Franchise of Relevant Citizens of the Union) Regulations 2001. On telecoms CNI, the Communications Act 2003 places an obligation on Telecoms operators to ensure that they have 'appropriate measures' in place to manage the security and resilience of the network. Ofcom are responsible for ensuring that operators meet their obligations under the Communications Act. In addition, the Huawei Cyber Security Evaluation Centre (HCSEC) was established in 2010 as part of a wide mitigation strategy to minimise risk to the UK telecoms critical national infrastructure.<\/p><p> <\/p><p>The HCSEC Oversight Board\u2019s reports are publicly available and all telecommunications operators have access to its information. The latest Oversight Board report states that in 2018, several hundred vulnerabilities and issues were reported by HCSEC to UK operators. This information is expected to be fed into the operator\u2019s corporate risk management processes. As I said in my Answer of 14 May, it is the responsibility of operators to ensure the security and resilience of their networks.<\/p>"}
