The Ministry of Justice is committed to improving the safety and life chances of young people in custody. We recognise that in recent years the youth secure estate has experienced difficulty in recruiting and retaining staff. We are expanding frontline staff capacity in public-sector Young Offender Institutions: at the start of 2019, the Youth Custody Service had 315 more frontline officers than 12 months previously \u2013 an increase of 35 per cent. We are also providing funding for every Prison Officer in the Youth Custody Service to undertake a youth justice qualification and, on completion, move to a new youth justice specialist role on promotion and at a higher pay-grade. Over 400 frontline staff are currently enrolled on this qualification.<\/p>

We are working with the National Health Service to deliver an integrated framework of care, encompassing education, health and behavioural support, to ensure young people receive full needs assessments and tailored care and support plans. We are acutely aware of the difficult operating environment humanitarian organisations face delivering life-saving assistance in Yemen. As a result we only channel support through organisations with a strong record of delivering and monitoring assistance, such as UN agencies and international NGOs.<\/p>

To identify the most vulnerable, UN agencies use a range of tools such as household level assessments. Some, like the World Food Programme, use technology such as biometric verification to confirm that those most in need are being reached.<\/p>

Through UK diplomatic channels we press authorities to facilitate aid delivery. This can include getting visas issued or travel permission granted for certain areas.<\/p>

Earlier this year the UK brought together heads of UN agencies and lead donors to determine how to better coordinate on the ground to deliver the right interventions at the right time to the most vulnerable. The UK is deeply concerned about the rise in cholera in Yemen this year, with a suspected 280,000 cases recorded between January and April 2019. In response, the UK has disbursed £18 million last month to help UN agencies meet their most urgent needs such as chlorination of water supply systems, distributing hygiene kits and deploying expert teams to areas most at risk.<\/p>

To help prepare for outbreaks of cholera, the UK led a joint Met Office, NASA and US scientist team to accurately predict where the disease will spread to in Yemen. While we do not have an accurate measure on what proportion of mosques are being destroyed, available evidence, including that recently presented in the Guardian newspaper following a joint Guardian/Bellingcat investigation, suggests that it is significant. British diplomats in China visit Xinjiang every few months in order to see at first-hand the situation there. Their observations have supported much of the recent open source reporting about the restrictions targeted at specific ethnic and religious groups.<\/p>

We regularly raise our serious concerns about the situation in Xinjiang with the Chinese authorities at senior levels, and will continue to do so. At the 40th<\/sup> session of the UN Human Rights Council, the Prime Minister\u2019s Special Envoy on Freedom of Religion and Belief, Lord Ahmad, raised our concerns during his opening address on 25 February. The UK also spoke about Xinjiang during our \u201cItem 4\u201d national statement on 12 March, and co-sponsored and spoke at a side event on Xinjiang, which helped to raise awareness of the situation among the international community. The Foreign Secretary, Rt Hon Jeremy Hunt MP, raised our concerns about Xinjiang with Chinese State Councillor and Foreign Minister Wang Yi during his last visit to China in July 2018. The UK\u2019s assessed contribution to the WTO for 2019 is 7,446,595 Swiss francs. The UK also supports and funds several projects, such as those run by the International Trade Centre (a joint agency of the WTO and UNCTAD), the WTO Trade Facilitation Agreement Facility, the Enhanced Integrated Framework (a multi-donor trust fund) and the WTO Standards and Trade Development Facility which all focus on helping developing countries engage and participate in global trade. The UK funding for these projects is £55.25 million between 2016 and 2023.<\/p>

The UK is a Party to the Convention on International Trade in Endangered Species (CITES) which regulates the wildlife trade and protects endangered wildlife from unsustainable trade. These obligations are effected in the UK through the EU Wildlife Trade Regulations. The issuance of CITES import, export and re-export permits is administered in the UK by the Animal and Plant Health Agency.
