Individual voluntary arrangements, used appropriately, are a very useful tool for helping people to deal with problem debt and there are no current plans to review their use. However, Government has recently consulted on the implementation of a “breathing space” scheme, which aims to give people legal protection from creditor action while they seek debt advice from an independent, approved debt adviser about their options. This will help to ensure that an individual in problem debt can enter a debt solution most appropriate for their circumstances. The Government’s response to this consultation will be published in due course.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4487", "label" : {"_value" : "Biography information for Kelly Tolhurst"} } , "answeringMemberConstituency" : {"_value" : "Rochester and Strood"} , "answeringMemberPrinted" : {"_value" : "Kelly Tolhurst"} , "dateOfAnswer" : {"_value" : "2019-05-09", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-05-09T07:49:28.79Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2019-05-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Individual Voluntary Arrangements"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will establish an inquiry into the use of Individual Voluntary Agreements as a means of exploiting low-income and vulnerable consumers.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/478", "label" : {"_value" : "Biography information for Lord Field of Birkenhead"} } , "tablingMemberConstituency" : {"_value" : "Birkenhead"} , "tablingMemberPrinted" : [{"_value" : "Frank Field"} ], "uin" : "250435"} , {"_about" : "http://data.parliament.uk/resources/1124606", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1124606/answer", "answerText" : {"_value" : "

The policy of Government is as set out in Paragraph 21 ‘Official information: standards of conduct and procedures’ and states, "The police are entirely operationally independent of Government and have the right and duty to investigate criminal activity wherever it occurs. No part of Government is above the law. In respect of unauthorised disclosure of official information under, for example, the Official Secrets Act, if the police find evidence of a suspected breach of the criminal law, it is entirely within the powers of the police to begin an investigation under their own auspices, whether or not the Government has raised the incident with them."
