The Church of England encourages responsible democratic participation in its schools and parishes, as one of the stakeholders involved with UK Parliament Week, and as a provider of hustings and other forms of engagement at election times. The General Synod is the Church\u2019s own national legislative body, to which lay members can be elected. The Ecclesiastical Committee of Parliament is expected soon to consider a Church Measure that will reform and simplify Church representation rules on elections for Parochial Church Councils, Deanery and Diocesan Synods.<\/p>

The Church of England provides a wide range of pastoral care through its national network of 12,600 parishes and 18,000 active ordained clergy assisted by 10,000 licensed lay ministers. This care is offered to all regardless of Church affiliation or religious belief. The most effective pastoral care builds a relationship through which a person can be accompanied through difficult situations - rather than offering a service in which the person becomes the client.<\/p>

Strategic Development Funding has been made available to develop the capacity of Church of England dioceses to increase church attendance. 2017 a total of £44million was awarded to 27 projects in 20 dioceses. In 2018, £61.6 million was awarded to 20 new projects in 20 dioceses. One third of these new initiatives focus on work with children and young people, and the majority are located in deprived areas.<\/p>

In 2018 the Church of England formed an Evangelism and Discipleship Department, based at Church House, Westminster, to enable a strategic national approach by developing specific interventions and resources to enable and equip its million regular worshippers to be able to talk about and live out their faith. The Church of England is developing 1,000 new evangelists in the over the next five years. Seven million people engaged with the Church of England via digital media channels last Christmas through the \u2018Follow the Star campaign\u2019. Two million used it to identify a church to attend through the resource www.achurchnearyou.com<\/a> The Church\u2019s use of digital and social media has won awards for innovation, and there are now worship and liturgy resources available via Alexa and a variety of Apps.<\/p>

The revised National Planning Policy Framework requires local authorities to set clear policy requirements for infrastructure through plans. These policies should be informed by evidence on infrastructure need and cost and viability assessments. At an early stage in the plan-making process, authorities will need to work alongside infrastructure providers to identify infrastructure requirements, including for education, health, highways and retail and leisure, and the opportunities for addressing these.<\/p>

Local planning authorities use the Community Infrastructure Levy and Section 106 planning obligations to require developers to contribute towards the provision and maintenance of required infrastructure as a result of new housing developments.<\/p>

The quality of further education (FE) provision is assessed by Ofsted under their published inspection framework. Currently the 3 major FE colleges in Wigan local authority area, including Leigh, are rated by Ofsted as Outstanding or Good for Overall Effectiveness.<\/p>

In July 2015, the government announced a rolling programme of around 40 local area reviews, to be completed by March 2017, covering all FE colleges in England. The reviews were designed to ensure that colleges are financially stable into the long term, that they are run efficiently, and are well-positioned to meet the present and future needs of individual students and the demands of employers. In November 2016, the Greater Manchester Area Review report was published at https://www.gov.uk/government/publications/greater-manchester-further-education-area-review-report<\/a>. This review did not recommend the need for any significant structural changes for further education provision in the Wigan area.<\/p>

The new \u2018College Oversight: Support and Intervention\u2019 document, <\/em>which was published at https://www.gov.uk/government/publications/college-oversight-support-and-intervention<\/a> on 1 April 2019, sets out how we will work with FE colleges to identify financial and quality issues early. It sets out the support and advice available to colleges when they need it from the FE Commissioner and the Education and Skills Funding Agency (ESFA), who assess financial and quality issues on an ongoing basis. This support includes the potential for FE Commissioner-led local provision reviews, the need for which may arise from a number of challenges that affect a college and/or further education provision in a local area, such as:<\/p>
