The Government is determined that insurers should treat customers fairly and firms are required to do so under the Financial Conduct Authority (FCA) rules. The FCA requires firms to act fairly in accordance with the best interests of customers. Customers that believe that they have been treated unfairly, such as their insurer charging fees disproportionate to the level of work involved, should make a formal complaint to their insurer.

If they then feel that their complaint has not been dealt with satisfactorily they can refer the matter to the Financial Ombudsman Service (FOS) - an independent body set up to provide arbitration in such cases. The decision of the FOS is binding on insurers up to the value of £150,000.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4051", "label" : {"_value" : "Biography information for John Glen"} } , "answeringMemberConstituency" : {"_value" : "Salisbury"} , "answeringMemberPrinted" : {"_value" : "John Glen"} , "dateOfAnswer" : {"_value" : "2019-03-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-03-26T13:09:44.453Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2019-03-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Motor Insurance: Fees and Charges"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, what plans his Department has to ban car insurers from imposing compulsory change of address fees on their policy holders.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4079", "label" : {"_value" : "Biography information for Julian Sturdy"} } , "tablingMemberConstituency" : {"_value" : "York Outer"} , "tablingMemberPrinted" : [{"_value" : "Julian Sturdy"} ], "uin" : "234172"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 1, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
