By 2019-20 we will be spending around £6 billion on childcare support \u2013 a record amount. This includes around £1 billion extra a year to deliver 30 hours of free childcare and fund the increase in hourly rates that we introduced in April 2017.<\/p>

Our average funding rates are based on the department\u2019s \u2018Review of Childcare Costs\u2019 which was described as \u201cthorough and wide ranging\u201d by the National Audit Office. The review looked at both current and future cost pressures.<\/p>

The latest Ofsted data from March 2018 showed that the number of non-domestic providers has remained stable. More than 340,000 children have benefitted from our 30 hours offer over its first year, and the vast majority of providers have increased the number of free hours available to parents.<\/p>

We continue to monitor both the implementation of 30 hours and delivery costs. We are deeply concerned about steps taken by the Cambodian authorities and Supreme Court which undermine freedom of expression, assembly and prospects for free and fair elections. We have repeatedly raised our concerns at the dissolution of Cambodia\u2019 s main opposition party, the Cambodian National Rescue Party (CNRP), the arrest of opposition leader Kem Sokha and the use of the Cambodian judiciary to impede human rights campaigners. On 18 May, the Permanent Under-Secretary at the Foreign and Commonwealth Office underlined our concerns to the Cambodian Foreign Minister during a visit to Cambodia. He also met with leading human rights campaigners and civil society stakeholders. The government takes all forms of hate crime extremely seriously. There is no place in our society - including within higher education \u2013 for hatred or any form of harassment, discrimination or racism.<\/p>

<\/p>

Information on the number of hate crimes on university property in the 2016-17 academic year is not held centrally.<\/p>

<\/p>

The Universities UK Harassment and Hate Crime Taskforce, which was set up in September 2015 at the government\u2019s request, makes a number of recommendations on tackling harassment and hate crime on campus, including on improving reporting rates and mechanisms for disclosure in higher education providers. These include, that relevant internal and external support should be signposted, and that reporting procedures should be centralised, accessible, and allow for anonymity if preferred, as well as enabling accurate data to be captured to determine the scale of a problem and track year on-year trends. The government expects higher education providers to take these recommendations seriously and to have robust policies and procedures in place to investigate and address hate crime.<\/p>

<\/p>

To support providers in implementing the Taskforce\u2019s recommendations, the Office for Students is supporting and evaluating over 100 safeguarding projects to the value of £4.5 million. Eligibility checks are carried out on claims received by the NHS Business Services Authority (NHS BSA) for exemption from dental patient charges and National Health Service prescription charges. The checks are carried out through separate services within the NHS BSA, for dental patient charges the process is Benefit Eligibility Checking Service and for prescriptions it is the Prescription Eligibility Checking Service.<\/p>

<\/p>

For both dental charges and prescriptions, where a patient claims exemption but the NHS BSA checks do not show entitlement, the NHS BSA will issue a penalty notice. However, if the patient or the Department of Work and Pensions later provide evidence that the Department of Work and Pensions made an incorrect assessment and the individual was in fact entitled to a qualifying benefit then the NHS BSA will remove all charges.<\/p>

Eligibility for passported benefits such as free NHS prescriptions and school meals is determined by the relevant Department.<\/p>

People can also qualify for help in other ways, for example by applying for the NHS Low Income Scheme, which covers prescription, dental and eye care costs, wigs, fabric supports and assistance with healthcare-related travel costs. The Low Income Scheme assessment takes into account council tax and housing costs, so people could get help with health costs even if their income is too high to qualify for a means-tested benefit.<\/p>

At no point have we actually stopped individuals from making a claim to income-related benefits. When we transitioned people from Incapacity Benefit to Employment and Support Allowance, we protected the amount of Incapacity Benefit they were being paid.
