Since the introduction of the Basic Payment Scheme (BPS) in 2015, the Rural Payments Agency has made improvements in the processing of applications including the introduction of online applications, online land and entitlement transfers, reducing the time to process transactions, and further support and guidance to help farmers successfully submit their applications. This has led to improvements in the BPS payment performance with over 90% of eligible farmers being paid by the end of December for the 2016 and 2017 scheme years.<\/p>

The UK food industry is innovative and efficient and it is well placed to succeed in the future. Many EU countries such as Ireland, Denmark, France, the Netherlands and Spain are highly dependent on access to the UK for their food exports since the UK is a large and attractive market. The number of review letters that were sent out to Personal Independence Payments claimants up to one year in advance between January 2016 and January 2018 is 316,610. Of these, 63,200 were disallowed after the review. We are concerned by reports of the recent comments made about the Baha\u2019i community by representatives of the Houthis. The Government of Yemen does not have any influence over the activities of the Houthis, who overthrew the legitimate Government of Yemen in Sana\u2019a in 2015. We work with our international partners to raise concerns about the situation of the Baha\u2019i community with the Houthis. We urge compliance with the UN Human Rights Council resolution of September 2017 which calls for the release of all Baha\u2019i in detention and end to harassment of the community. We remain closely engaged with representatives of the Baha'i community in the UK. Using existing evidence and modelling techniques the United Kingdom National Screening Committee (UK NSC) has consulted on changes to the current bowel screening programme - whether bowel scope and faecal immunochemical testing (FIT) can be offered as a combination or if FIT is robust enough to be the primary screen test from the age of 50 years.<\/p>

A three month public consultation closed on 7 April. The UK NSC will make a recommendation following its meeting in June.<\/p>
