The Government has regular discussions with National Grid across a range of energy matters, including investment in the UK. As the electricity Transmission Owner for England and Wales, National Grid is investing approximately £9 billion over the current RIIO price control period of 2013-21. Local authorities already have very broad compulsory purchase powers, which can be used to support the delivery of a range of development and infrastructure projects. Through both the Housing and Planning Act 2016 and Neighbourhood Planning Act 2017, the Government is taking forward a substantial package of reforms to make the compulsory purchase process clearer, fairer and faster for all.<\/p>

We are keen for local authorities to make use of these new provisions, which include replacing often conflicting case law on compulsory purchase compensation with a clearer basis for identifying market value. This will allow negotiations on compensation to proceed with more speed and certainty. Government supports Anaerobic Digestion (AD) and incineration of waste to produce Combined Heat and Power (CHP) as they are both efficient renewable technologies that offer significant carbon savings.<\/p>

Both AD and incineration to produce CHP act as a form of waste management, reducing the amount of waste going to landfill and so reducing greenhouse gas emissions.<\/p>

We have not undertaken a comparative assessment as food waste is more suited to anaerobic digestion than incineration processes. It has a high moisture content which needs to be removed by heat before it will burn. Organic waste collected by local councils increased by 3.1% to 3.8 million tonnes in 2016 from 3.7 million tonnes in 2015.<\/p>

  1. Landfill tax continues to be the main driver for local councils to divert biodegradable waste from landfill and towards composting or anaerobic digestion. The number of local councils collecting garden waste continues to increase. In 2016\u201317, 317 local councils collected garden waste for composting.<\/p>

  2. The Government encourages local councils to introduce separate food waste collections as contracts allow. Under the Framework for Greater Consistency, The Waste and Resources Action Programme (WRAP) and industry are working with local councils to collect the same set of core materials, including separate food waste. WRAP has carried out pilot projects to help local authorities collect efficiently and increase the amount of food waste collected and sent to anaerobic digestion. In addition, WRAP published an updated household food waste collections guide in 2016. Separate food waste collected for recycling increased by 15% in 2016 to 353 thousand tonnes from 307 thousand tonnes in 2015.<\/p>

    The UN\u2019s September Integrated Food Security Phase Classification (IPC) report shows that South Sudanese people are experiencing food insecurity at unprecedented levels. A massive aid effort, which included £100 million provided by the Department for International Development, alleviated the famine declared in February this year. However, 6 million people, or 56% of the population, are now estimated to be severely food insecure, and 1.2 million are on the brink of famine.<\/p>
