The answer given on 21 March 2017 (HL6105) was in response to a question concerning safety improvements in the defence nuclear weapons programme. The response was in relation to radiological incidents at the Atomic Weapons Establishment (AWE), none of which have ever posed any risk to the health of the public or the environment. The incidents raised by the noble Baroness did occur; a small number of residents were evacuated in 2010 as a precautionary measure due to a fire in a non-nuclear area. I can confirm that in none of the incidents cited was it assessed that there was any radiological risk to the public.<\/p>

The risk of any of these incidents recurring has been greatly reduced due to subsequent improvements to the infrastructure at AWE.<\/p>

Activity at AWE sites is governed by a number of permits, authorisations, licences and consents for managing waste and discharges to the environment. AWE plc and the Ministry of Defence continuously monitor their compliance and inspections are routinely undertaken by the relevant regulatory authorities, including the Environment Agency.<\/p>

As well as Defence Ministers, the reporting criteria requires the MOD to inform, as appropriate, the ONR, the Environment Agency and the Scottish Environment Protection Agency. In addition, any events are routinely discussed with established Local Liaison Committees. I can reassure the noble Baroness that MOD nuclear programme activities are demonstrably well within accepted civil nuclear safety standards. I can confirm that since 2000 events and incidents have not challenged these standards and that the health of the public, the environment, and our workers remain safe. The MOD is not complacent and all incidents assessed as having safety significance are fully analysed to establish the root cause and measures put in place to prevent recurrence.<\/p>

Tackling knife crime is a priority for the Government. Our Modern Crime Prevention Strategy published in March 2016 set out a range of measures to strengthen our response to knife crime. Our work to tackle knife crime is centred on four key strands \u2013 working with the police on operations and enforcement, work on legislative framework, work with retailers on responsible sales, and early intervention and prevention.<\/p>

<\/p>

We are taking firm action including encouraging police forces to undertake a series of coordinated national weeks of action to tackle knife crime under Operation Sceptre. The operation includes targeting habitual knife carriers, weapon sweeps, test purchases of knives from identified retailers, and the use of surrender bins. The Home Office hosted a national briefing event for police forces on Operation Sceptre on 14 June and a record twenty nine police forces are expected to be involved in the next week of action planned for mid July.<\/p>

Local authorities are responsible for assessing need for youth services and allocating funding. The Government is supporting local authorities and the youth sector by investing to help youth organisations demonstrate their impact. The Government is investing in the National Citizen Service, investing up to £80 million through the \u2018# iwill\u2019 social action campaign and \u2018Youth Investment Funds\u2019 to help young people develop skills, improve their wellbeing and contribute to their communities.
