The scheme referred to is at paragraph 3.45 of the Autumn Statement 2016. It is run by the England Illegal Money Lending Team, which has responsibility for taking action against loan sharks.<\/p>

The Team prosecutes loan sharks under s23 Financial Services and Markets Act 2000, which provides that it is an offence for any person to carry on a regulated activity without permission (the relevant regulated activity being Article 60B of the Financial Services and Markets Act 2000 (Regulated Activities) Order 2001 (entering into regulated credit agreements)). Additionally, the Team prosecute offences under s327 and s329 Proceeds of Crime Act 2002.<\/p>

The Autumn Statement announced that the government will award £1.8 billion to Local Enterprise Partnerships across England. LEPs in the Midlands will receive a total of £392 million. Funding awarded to the West Midlands Combined Authority will be on top of the £162.7m already made available to the Black Country LEP from 2015/16, £89.4m to Coventry and Warwickshire and £378.8m to the Greater Birmingham and Solihull LEP. The nomination to the See of London is a matter for the Crown Nominations Commission rather than the Church Commissioners. Nominations to episcopal sees are made within the context of the House of Bishops\u2019 Declaration on Ministry of Bishops and Priests, which expressly recognises that those who, on grounds of theological conviction, are unable to receive the ministry of women bishops and priests continue to be within the spectrum and teaching and tradition of the Anglican Communion, and affirms the importance of there continuing to be bishops within the Church of England to enable ministry to be provided to such persons. On 22 July 2016 Very Revd Charles Taylor announced his resignation from the Deanery of Peterborough with effect from 2 October 2016. His farewell service took place at the Cathedral on 1 October 2016. There has been no reason to review the appropriateness of procedures and practice relating to the resignation.<\/p>
In July the Bishop of Peterborough announced his decision to hold a formal Bishop\u2019s visitation of the cathedral to investigate and report on the financial management and the overall governance of the Cathedral. At the time the Bishop noted that \u201cThe Cathedral is going through a cash flow crisis. It is taking too long to pay some bills, and paying the staff at the end of the month has been a close thing twice recently.\u201d In response to requests from the Bishop and cathedral Chapter the Church Commissioners have provided advice, support, and financial backup to help the cathedral in this situation. Decisions regarding the construction, restoration or repair of war memorials, or laying up of military Standards are made at the local parish level. Any new installation or application for restoration would need to have the support of the local church or cathedral and would be required to submit its proposals for consideration through the usual Church Faculty process to seek permission to alter the fabric of the church or cathedral.<\/p>
The Church Buildings Council has produced a free guide, available on the ChurchCare website, to help churches considering commissioning new art, of which memorials would be one type. The Corporate Covenant commits the Church to recognise the need of and care for Armed Forces personnel, veterans and families in their local communities. More information about the commitment to the Corporate Covenant can be found at: https://www.churchofengland.org/our-views/international-affairs/armed-forces-covenant.aspx<\/a><\/p> With regards to commemoration the Church of England plays a significant role both nationally and locally during the season of Remembrance. Across the Church most parishes host memorials to local regiments and provide communities space to mark the contribution of the armed forces and uniformed organisations. In Newcastle, the magnificent East End window at St Nicholas Cathedral, Newcastle, is itself a memorial, installed to give thanks for the preservation of the building during the Second World War. In this period of the WWI centenary the Cathedral has worked with the Coldstream Guards to oversee conservation of their Standards, laid up in the cathedral after WWI. The Church is also working closely with local schools and community groups to help young people build understanding the contribution of all those who have served in armed conflict.<\/p>
