The Government is committed to ensuring that young people are protected and treated appropriately while in police custody. This is why in January last year, the Home Secretary commissioned a multi-agency Working Group on Section 38(6) of the Police and Criminal Evidence Act 1984, which concerns the transfer of children from police custody to local authority care when charged and denied bail. The purpose of the group is to better understand the problems with the operation of the law and to develop solutions to enable forces and local authorities to meet their respective statutory responsibilities. The Government is in regular discussion with French counterparts at ministerial and official level on all aspects of the migrant situation in Northern France.

In line with the UK-France Joint Declaration signed in August 2015, both countries carry out joint communications visits to the camps in Calais and Dunkirk to inform migrants about their rights and responsibilities.

The coordination of volunteers, charities and NGOs in France is the responsibility of the French authorities. However, the UK has issued advice for UK residents who want to help or donate to support migrants in Calais. The advice, offered directly on the FCO travel advice website (https://www.gov.uk/foreign-travel-advice/france) is to give to registered and experienced humanitarian charities who are best placed to distribute donations in an organised manner.

The Department for Work and Pensions lead on support for people with mental health problems in getting back to work. Over the next three years, we are investing over £40 million to develop the evidence base on what works in supporting those with mental health conditions get back to work/return to work through a series of trials

Further support is available through the Access to Work Mental Health Support Service. Last year, Access to Work supported 1630 people who declared a Mental Health condition as their Primary Medical Condition – a 15% increase on 2013/14 and a record number for the programme

Our wider employment programmes provide those with mental health conditions with the appropriate support to find work. Work Choice is an employment programme is specifically for those with a disability or health condition. Up to September 2015, of the 14,290 starters who declared either a Severe or Mild to Moderate Mental Health condition as their Primary Disability, 6,650 (over 46%) have achieved a job outcome.

(BIS) Support is not restricted to employees, as the Department for Business, Innovation and Skills is evaluating the impact of short, part-time adult education courses on people with mild to moderate mental health problems.

The Government is delighted to support and endorse the Clean for the Queen initiative. Litter and fly-tipping blight communities and pose a risk to human health, which is why tackling them is a priority for the Government. I gave my backing to the campaign when it was launched and we will continue to promote it, to help reach as many people as possible.

Together with the Minister for Local Government, Marcus Jones MP, I shall be writing to every Member of Parliament with an English constituency and every English unitary and district Local Authority, to encourage their participation and leadership in this worthwhile campaign.

Our experience from the first Community Clear-Up Day in March last year demonstrated the enthusiasm and willingness of people across England to give some of their time to improve their local environment. The Clean for the Queen campaign provides a great opportunity for people to come together and clean up our local streets and parks.

The Government has not ruled out applying to the EU Solidarity Fund. We are assessing the case for an application and will make a decision by the end of February. The European Union Solidarity Fund does not provide additional funding to local areas, but simply reimburses emergency costs that the Government would have incurred anyway. For this reason, the Government's immediate priority remains dealing with the urgent needs of those affected, which is why we have provided over £200 million to help those affected by the floods to support recovery and repair.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4123", "label" : {"_value" : "Biography information for Lord Wharton of Yarm"} } , "answeringMemberConstituency" : {"_value" : "Stockton South"} , "answeringMemberPrinted" : {"_value" : "James Wharton"} , "dateOfAnswer" : {"_value" : "2016-02-09", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-02-09T16:18:20.527Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Communities and Local Government"} , "date" : {"_value" : "2016-02-04", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Floods: Cumbria"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Communities and Local Government, when he plans to make a decision on whether to formally apply for EU Solidarity Funding to support communities affected by flooding in Cumbria.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1503", "label" : {"_value" : "Biography information for Mr Jamie Reed"} } , "tablingMemberConstituency" : {"_value" : "Copeland"} , "tablingMemberPrinted" : [{"_value" : "Mr Jamie Reed"} ], "uin" : "25978"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?date=2016-02-04&_page=1&min-ddpModified=2016-02-04T21%3A11%3A04.440Z&max-questionFirstAnswered.=2016-02-15T16%3A48%3A16.54Z", "page" : 0, "startIndex" : 1, "totalResults" : 71, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
