The Childbase database ceased to be active in 2011 and is no longer live. All forces have access to the interim National Hash Set Database which will be replaced by the Child Abuse Image Database (CAID). The CAID is being developed to support analysis by police of devices seized during investigations; to support victim identification; and to provide hash set data to the internet industry, to allow them to remove these appalling images from their networks.<\/p>

Departmental spend on commissioning the Child Abuse Image Database (CAID) for the first year is £1,473,179, which is being recharged to police forces. It is estimated that CAID will save the police £7.474 million by March 2017 by speeding up police processes.

The project has been developed using data from Interpol and, where appropriate, this information will be included in the initial database load for CAID.

The CAID system will be available to all police forces in the UK and National Crime Agency \u2013 Child Exploitation and Online Protection (NCA-CEOP) Command via the police secure network. All forces will be accredited to access this data supported by the Home Office project team and security advisers. The CAID system allows the use of forces\u2019 existing image grading and hashing software.

Any additional software needed to access CAID and to upload new material from the forces/NCA-CEOP Command to the database is provided as part of the central project at no cost to the forces.

Each force is responsible for its own set-up costs to establish the connectivity of their force High Tech Crime Unit or Grading Unit in an
enhanced, secure way to the police secure network that already exists in their forces.

It is expected that the CAID will cost forces approximately £20,000 per year in service costs (which are used to maintain and improve the database). This cost has been agreed with the National Policing lead for Child Protection and Abuse Investigation.<\/p>

Border Force is responsible for enforcing anti-smuggling controls at points of entry into Great Britain to detect imports of illegal meat and other products of animal origin arriving from outside the European Union. The Department of Agriculture and Rural Development is responsible for these controls at points of entry into Northern Ireland.

Border Force seizes animal products that are imported outside the veterinary checks regime under the Trade in Animals and Related Products Regulations 2011 in England and equivalent regulations covering Scotland and Wales.

Border Force liaises with local authorities when meat is detected arriving from another country within the European Union.

Border Force operates intelligence led anti-smuggling controls on meat to detect illegal imports carried by arriving passengers, in freight and in postal traffic. Border Force works closely with the Department of Environment, Food and Rural Affairs (Defra) to ensure its targeting is responsive to the latest animal disease risk assessments and changing threats at the border. Most recently Border Force has been involved in the cross government response to the current outbreak of Ebola and has adjusted its targeting of illegal meat to take account of this risk. Border Force also deploys a pool of detector dogs specifically trained to detect illegal meat.

Border Force treats all meat as potentially hazardous and infected and all seized meat is secured and incinerated strictly in accordance with animal health regulations.

Meat seized by Border Force will include bushmeat, for which there is no precise definition but is accepted to be the meat of wild animals hunted for food.

In addition to the enforcement activity carried out at the border, Border Force works closely with the National Crime Agency who can investigate and prosecute serious offenders. Border Force and Defra actively deter the illegal importation of Products of Animal Origin by communicating clearly what the legal requirements are for bringing meat into the UK and why the controls are needed.<\/p>

Every death in custody is a tragedy, and the Government is committed to reducing the number of self-inflicted deaths in prisons. All prisons are required to have procedures in place to identify, manage and support people who are at risk of harm to themselves. These procedures include the Assessment, Care in Custody and Teamwork (ACCT) process, which is a prisoner-centred, flexible care planning system for prisoners identified as at risk of suicide or self-harm. Prisons are also required to ensure that they have procedures in place to learn from deaths in custody to prevent future occurrences.<\/p>

<\/p>

We are working hard to understand the reasons for the recent rise in the number of self-inflicted deaths, but there is no simple explanation. Additional resources and support are being provided for safer custody work in prisons, and in particular to improve the consistency of the ACCT system. The National Offender Management Service has also put in place additional staff at regional level to support staff in prisons and to share good practice, and created a dedicated learning and knowledge management team at headquarters which is providing further support for safer custody work.<\/p>

RFA ARGUS is deployed to support the Government's efforts in Sierra Leone. Her primary role is to act as a logistics lift capability and aviation platform, with three embarked Merlin helicopters. It is important to note that when more appropriate, staff from OGDs also receive language training outside of the FCO Language Centre through use of the Civil Service-wide contract with Language Services Direct (the company that run the FCO Language Centre) or at the Institut Francais if French is required. Since September 2014, 113 OGD students have received language training on their own premises via the FCO contract.

The Government is working to increase the number of applicants to the European Civil Service and to increase civil service language training. The Foreign and Commonwealth Office (FCO) supports all UK applicants, including civil servants, through the EU recruitment process, including advice on how to pass the recruitment tests in a foreign language. The European Fast Stream programme has been re-structured for 2014 and the training updated. As part of this, the language training provided to participants has been revised and tailored to offer more effective preparation for the Commission\u2019s entry exam known as The Concours. There is also language training offered to civil servants through the FCO language centre. Some Government Departments also offer training in-house in different languages.<\/p>

Progressively tighter new vehicle European emission standards have reduced harmful particulate matter pollution emissions from diesel vehicles to a point where they are now equivalent to those from petrol vehicles. The latest emission standard for lorries and buses, Euro VI, will in addition substantially reduce emissions of oxides of nitrogen (NOx). Government experts are working with the European Commission and other member states to ensure that the Euro 6 emission standard for diesel cars and vans will also deliver reduced NOx emissions.<\/p>

In addition between 2011 and 2020 we have committed over two billion pounds to increase the uptake of ultra-low emission vehicles, on active and sustainable travel and to support green transport initiatives, which will help to improve air quality.<\/p>

All maintained schools must teach a full programme of study for PE and it is up to schools to decide how much time they should devote to PE, or indeed to any other national curriculum subject. The primary focus of the UK\u2019s international cooperation on marine litter is the OSPAR convention for the protection of the marine environment of the North-East Atlantic. In June 2014, OSPAR contracting parties agreed a regional action plan on marine litter. This plan fulfils requirements of the EU\u2019s marine strategy framework directive for EU Member States to work together to address marine litter, and contributes to United Nations Environment Programme\u2019s global partnership on marine litter. The Care Leaver Strategy, published in October 2013, recognises that care leavers require support on a wide range of issues that affect their lives. It sets out the support that will be provided to all care leavers in relation to staying in education, finding accommodation, accessing benefits, experiencing good physical and mental health and finding work. [1]<\/p>

<\/p>

The Department for Education will publish shortly a report on the progress we have made against the commitments set out in the strategy. This builds on a significant programme of work to improve support for care leavers, which has resulted in important changes such as the development of the Care Leaver Charter and the introduction of Junior ISAs for all children in care.<\/p>

<\/p>

As part of our continuing work to improve care leavers\u2019 outcomes, the Department introduced a new duty on local authorities to support \u2018staying put\u2019 arrangements and have provided funding for local authorities to support this. For the first time, this will provide for children in foster placements to receive support to remain with their foster family until age 21, where this is what both parties want.<\/p>

<\/p>

Similar arrangements do not currently apply to children in residential care. Further work is needed before introducing a legal duty on local authorities that would require them to extend staying put arrangements to all young people leaving residential care. We are consequently working with the sector to better understand what would be involved and have supported work through the Department\u2019s Children\u2019s Services Innovation Programme to identify how staying put arrangements might work for children in residential care.<\/p>

<\/p>

We will continue to drive innovation in provision for care leavers, for example through funding projects like \u2018New Belongings\u2019, which has enabled 9 local authorities to develop a range of new and innovative approaches to supporting care leavers.<\/p>

Her Majesty\u2019s Government has recently concluded a consultation on the future of the Northern and TransPennine Express rail franchises. The British Government strongly supports the right to freedom of religion or belief, which is severely restricted in Saudi Arabia. We make our views well known through the UN Universal Periodic Review Process, in the Foreign and Commonwealth Office Annual Human Rights and Democracy Report, and to the Saudi Arabian authorities. We have made clear the importance of religious tolerance, including for different branches of Islam.
