The department has launched a Supporting School Resource Management strategy which provides schools with practical advice on savings that can be made on the £10 billion non-staffing spend spent across England last year. This outlines the extensive support we are providing for schools and includes support and guidance to schools and academies to improve how they buy goods and services. For example:<\/p>

- The financial benchmarking service, which allows schools to compare their performance and use of resources with other, similar schools, and also comparisons between academy trusts.<\/p>

- Recommended deals that are helping schools to save money on the things they buy regularly, such as printers and photocopiers.<\/p>

- A new deal to support schools with getting value for money when hiring supply teachers and other agency workers.<\/p>

- Regional Schools Buying Hubs pilots in the North West and South West, providing hands-on support and advice to schools on complex procurement.<\/p>

- A free teacher vacancy listing website to support recruitment needs and drive down recruitment costs is currently in pilot phase.<\/p>

- Encouraging schools to integrate their curriculum and financial planning to inform decision making on the deployment of teaching staff.<\/p>

- School Resource Management Advisers (SRMAs). These sector experts work with schools and trusts to provide tailored advice on how to make best use of their revenue and capital resources to deliver educational outcomes. The SRMA pilot started at the end of January 2018 and completed some 70 deployments by the end of the 2017/18 academic year. SRMAs will be deployed in larger scale in the 2018/19 academic year.<\/p>

The regulation of premium rate services, including those offered via the PayForIT payment method, requires that consumers must not be charged for such services without their consent or knowledge. The Phone-paid Services Authority (PSA), the UK\u2019s regulator of premium rate services, is continuing to work with the industry to tackle this issue, by improving security standards and updating consent to charge guidance. The Government is working with the water and manufacturing industries to prevent wet wipes entering our waterways and damaging our marine environment. I hosted a cross industry wet wipes roundtable in December 2016 to tackle them being incorrectly flushed and causing sewer blockages. Following the meeting, EDANA (the trade body for wet wipe products) produced a new labelling code of practice. This code has been widely adopted. Key changes include all baby wipes being labelled \u2018do not flush\u2019 and improvements to the size and legibility of the \u2018do not flush\u2019 symbol, which must now be displayed on the front as well as the back of packaging. Water UK and EDANA are also working together to develop an agreed \u2018flushability\u2019 standard for those wipes that are intended for disposal via toilets.<\/p>

<\/p>

We also want to tackle the amount of plastic in circulation in the first place, which is why we are encouraging innovation so that more and more of these products can be recycled. We will continue to work with industry to support the development of alternatives, such as a wet wipe product that does not contain plastic.<\/p>

<\/p>

While biodegradable materials may be seen as a solution to reduce the impact of waste, they can also be more environmentally damaging than non-biodegradable materials if disposed of incorrectly. We want children with special educational needs and disabilities to be able to reach their full potential.<\/p>

The department keeps the Staying Put policy under constant review by monitoring data from local authorities showing take-up amongst young people, engagement with the sector and looking at information from Ofsted inspections of local authorities. Staying Put was also considered as part of the independent fostering review undertaken by Sir Martin Narey and Mark Owers, published in February 2018.<\/p>

Staying Put has been welcomed by care leavers and the sector. It is recognised by them as a positive initiative and has helped thousands of care leavers to transition more smoothly from care to independence, providing continuity of relationships and care arrangements.
