For reasons of national security we do not publically disclose the detailed allocation of funding for counter terrorism by force area or by capability. However, overall this Government has protected Counter-Terrorism police spend in real terms over the Spending Review period, and invested in counter-terrorism policing to grow key capabilities, including providing £144m to increase armed policing capability.

We remain committed to increasing cross-government spending on counter-terrorism by 30%, from £11.7 billion to £15.1 billion, including funding an additional 1,900 officers at our security and intelligence agencies which reflects the changing nature of Counter Terrorism in the 21st Century.

Highways England is on schedule to open the M3 Smart Motorway between junctions 2 and 4a on 30 June 2017.

Alongside the delivery of this Smart Motorways scheme Highways England have also undertaken additional planned maintenance and renewal of a large amount of existing infrastructure reducing the need for further roadworks. This has included full low noise resurfacing of the carriageways. Highways England has delivered most of this work in parallel, there will be some remaining works which will need to take place beyond the 30 June 2017.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4336", "label" : {"_value" : "Biography information for Lord Callanan"} } , "answeringMemberPrinted" : {"_value" : "Lord Callanan"} , "dateOfAnswer" : {"_value" : "2017-06-27", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-06-27T11:06:43.053Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2017-06-21", "_datatype" : "dateTime"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what assessment they have made of the progress of the roadworks on the M3 motorway between junctions 2 and 4a; and when they expect those works to be completed.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1813", "label" : {"_value" : "Biography information for Lord Trefgarne"} } , "tablingMemberPrinted" : [{"_value" : "Lord Trefgarne"} ], "uin" : "HL1"} , {"_about" : "http://data.parliament.uk/resources/731010", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/731010/answer", "answerText" : {"_value" : "

As set out in our 2016 White Paper on Prison Safety and Reform, we are committed to giving prisoners the support and help they need to maintain and strengthen family ties.

Lord Farmer was commissioned to undertake a review of family engagement, and to make proposals that will augment the Prison Safety and Reform agenda. The Ministry of Justice will consider his findings in due course.

Visits, where appropriate, by children to their parent in prison are central to maintaining the relationship during the sentence. Ethos, statutory entitlement and practices are detailed in secondary legislation and in Prison Service Instructions, as follows:

Prison Rules 1999, Rule 4 - ‘Outside Contacts‘, requires Governors to encourage and assist prisoners to maintain relations with persons and agencies outside of the prison which may, in the opinion of the Governor, best promote the interests of his family and own social rehabilitation. Rule 35 ‘Personal Letters and Visits’ sets out the statutory entitlement to visits and Governors may allow an additional privilege under Rule 8.

Prison Service Instruction 16/2011 ‘Providing Visits and Services to Visitors’ sets out, among other things, guidelines to prisons on the management of family visits.

Prison Governors are accountable for the safeguarding and welfare of children during prison visits. This is set out through the statutory framework under the Children Act 2004. Prison Service Instruction 15/2011 ‘Management of Security at Visits’ requires social visits to be conducted in a manner which ensures the safeguarding of children and provides arrangements for this.

Prisoners can earn additional visits by demonstrating good behaviour and commitment to their rehabilitation; this is detailed in Prison Service Instruction 30/2013 ‘Incentives and Earned Privileges’.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4538", "label" : {"_value" : "Biography information for Lord Keen of Elie"} } , "answeringMemberPrinted" : {"_value" : "Lord Keen of Elie"} , "dateOfAnswer" : {"_value" : "2017-07-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-07-05T12:27:48.473Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2017-06-21", "_datatype" : "dateTime"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what are the principal rules relating to young children visiting their parents in prison.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1813", "label" : {"_value" : "Biography information for Lord Trefgarne"} } , "tablingMemberPrinted" : [{"_value" : "Lord Trefgarne"} ], "uin" : "HL26"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 4, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
