We regularly urge the Government of Iraq, at both official and ministerial levels, to uphold the freedoms and rights of all minorities across Iraq. We are working with the Government of Iraq to ensure that members of Daesh are held to account for their appalling crimes. The Prime Minister underlined this message with former Prime Minister Abadi during her visit to Iraq in November 2017, and both the Minister for the Middle East and North Africa and I reiterated it during our visits in March and April 2018 respectively. The Minister for the Middle East and North Africa also raised the need to protect minority communities with the new Iraqi Foreign Minister during a phone call on 14 November.<\/p>
The UN Investigative Team (established under UN Security Council Resolution 2379) has deployed to Iraq to begin gathering evidence. The UK has committed £1 million to the establishment of this team. It will gather evidence of Daesh crimes, including those against the Yezidi, Christian and other minority communities; it aims to help secure justice for all Daesh's victims, regardless of their religion or belief.<\/p>

The Government recognises that there have been declines in species populations across the world since 1970 and that declines have been pronounced in many tropical ecosystems. This downward trend and the impact it has on peoples\u2019 economic and social wellbeing highlights the need to strengthen international efforts to tackle biodiversity loss.<\/p>

The Government is committed to being the first generation to leave our environment in a better state than we found it. We are already working worldwide, including in the tropics, to tackle biodiversity loss, by:<\/p>

Investing more than £36 million between 2014 and 2021 to tackle the illegal wildlife trade, and hosting the fourth international Illegal Wildlife Trade conference last month in London. The conference represented a significant step forward in the global fight to eliminate this trade;<\/p><\/li>
Committing £210 million of Defra\u2019s International Climate Finance to support projects that aim to protect and restore more than 500,000 hectares of the world\u2019s most biodiverse forests. For example, we are supporting communities in Madagascar to protect mangrove forests, which are important habitats for the protection of many species, some of which are found nowhere else on earth;<\/p><\/li>
Ambitious plans under the Government\u2019s 25 Year Environment Plan to reverse the decline of many species and help wildlife survive and thrive. We are committed to protecting the oceans, and have called for at least 30 per cent of the oceans to be in Marine Protected Areas by 2030. The UK is also leading the fight against plastic pollution; and<\/p><\/li>
Introducing one of the world\u2019s toughest bans on ivory sales to protect the elephant.<\/p><\/li><\/ul>

The British Government regularly calls for credible elections to take place in the Democratic Republic of Congo (DRC). The Minister for Africa, Harriett Baldwin, met with Foreign Minister She Okitundu in September and encouraged the DRC Government to ensure elections go ahead. The Foreign Secretary, Jeremy Hunt, also met with Okitundu last month and highlighted the importance of allowing international election observers, in order to build transparency and trust in the electoral process. Since 2015, the UK has spent £6.8 million on increasing accountability and transparency around the elections. We have provided funding for national observation through the Justice and Peace Committee. The UK has funded a Westminster Foundation for Democracy (WFD) report into the Electronic Voting Machines and the WFD provided a list of recommendations to CENI. Figures showing the position for children looked after at 31 March 2018 will be published on the 15 November 2018.<\/p>
The latest figures show that the number of children who were looked after as at 31 March 2017 was 72,670.<\/p>
There were 4,350 looked after children adopted during the year ending 31 March 2017. In that period, the average time between the decision the child should be placed for adoption and the child being matched to adopters was eight months. These figures were published in 2017 in table A1, E1 and E2 of the statistical release \u2018Children looked after in England including adoption: 2016 to 2017 (SFR 50/2017)\u2019 at: https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2016-to-2017<\/a>.<\/p> Some 2,580 children had a placement order but had not been placed for adoption as at 31 March 2017. 18 per cent (or 460 children) had been waiting 18 months or more since the adoption decision. Figures on the number and percentage of children categorised by other waiting times are published in table E4 of the above statistical publication.<\/p> <\/p>"}
