The Government\u2019s ambition is to have high-quality mobile connectivity where people live, work and travel, and we have committed to extending geographic coverage to 95% of the UK. Roaming in rural areas has the potential to improve consumer choice and could be a solution for the problem of \u201cpartial not-spots\u201d (where one or more operators are present, but all four are not). It refers to the ability of customers of one network to use another provider\u2019s network when they do not have access to a signal in a given area. This is currently mandated for emergency calls so that a 999 call can be made from any mobile in all areas where there is a signal from at least one operator. I can also confirm that all ESN masts can be shared by multiple mobile network operators. The same will potentially apply to the 30 EAS masts, subject to approval by the relevant Planning Authorities.<\/p>

In respect of cost, I am afraid it is not possible to aggregate ESN costs down to specific geographic locations and any specific costs in relation to EAS would breach the disproportionate cost threshold.
The Government\u2019s ambition is to have high-quality mobile connectivity where people live, work and travel, and we have committed to extending geographic coverage to 95% of the UK. Roaming in rural areas has the potential to improve consumer choice and could be a solution for the problem of \u201cpartial not-spots\u201d (where one or more operators are present, but all four are not). It refers to the ability of customers of one network to use another provider\u2019s network when they do not have access to a signal in a given area. This is currently mandated for emergency calls so that a 999 call can be made from any mobile in all areas where there is a signal from at least one operator. The level of fees that an Enforcement agent may levy is set out in The Taking Control of Goods (Fees) Regulations 2014, SI 2014 No1<\/p>

Compliance Stage - £75.00<\/strong><\/p>

The Compliance fee is levied for correspondence to the Debtor from the Approved Enforcement Agency. The amount levied does not change dependent on amount owed and is only payable once.<\/p>

Enforcement Fee - £235.00<\/strong><\/p>

This fee is levied for a visit to the Debtor following on from the compliance process and is also only payable once. An additional 7.5% of the value of the debt is payable in cases where the original debt exceeds £1,500<\/p>

Sale or Disposal Fee - £110.00<\/strong><\/p>

This fee is levied for the sale or disposal of goods if the original debt is not settled in full or if a proposal for a repayment plan is not offered. This fee is also only payable once. An additional 7.5% of the value of the debt is payable in cases where the original debt exceeds £1,500.<\/p>

Approved Enforcement Agencies can also charge for the reasonable cost of storing goods, hiring a locksmith, court fees, auction costs, exceptional costs. These charges only apply to actual cost.<\/p>
