Defra is investigating the risks and environmental effects of deep sea mining through a cross Government working group including Cefas, the Joint Nature Conservation Committee, the Department for Business, Energy and Industrial Strategy and the Foreign and Commonwealth Office. The working group is supported by input from the National Oceanography Centre, Natural History Museum and British Geological Survey who are involved in a number of ongoing academic projects considering the impacts of deep sea mining. In addition, FCO and Defra commissioned a workshop in February 2019 which brought together UK universities, industry and consultancies involved in the assessment of deep sea mining activities, to share information, progress and research findings. The outputs of these discussions are being used to inform the UK’s input into the development of regulations, standards and guidelines at the International Seabed Authority.

The UK is pushing for transparent, science-based and environmentally sound regulation of seabed mining by the International Seabed Authority to ensure effective protections of deep sea habitats and biodiversity while allowing UK businesses to realise the commercial opportunities.

We are using our influence to secure the adoption of a mining code in 2020 that provides for robust and accountable oversight of mining activity. This includes (i) enshrining the precautionary principle and an ecosystem approach in the mining code; (ii) ensuring that in addition to the core regulations, effective and binding standards and guidelines to ensure environmentally sound mining have been adopted before exploitation licences are granted, and that these reflect the different environmental and other features of the different mineral deposits; (iii) ensuring that Regional Environmental Management Plans (REMPs) with robust environmental objectives are established before exploitation licences can be granted and that there is a clear regulatory link between the REMPs and exploitation licences; and (iv) allowing for the suspension of mining activities when operators fail to adhere to environmental safeguards or where new evidence of risk of serious harm arises.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4098", "label" : {"_value" : "Biography information for Dr Thérèse Coffey"} } , "answeringMemberConstituency" : {"_value" : "Suffolk Coastal"} , "answeringMemberPrinted" : {"_value" : "Dr Thérèse Coffey"} , "dateOfAnswer" : {"_value" : "2019-07-30", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-30T09:51:10.6Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2019-07-17", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mining: Seas and Oceans"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment he has made of the (a) effect on and (b) risks to the environment of deep sea mining; and if he will make it his policy to pursue a moratorium.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3930", "label" : {"_value" : "Biography information for Caroline Lucas"} } , "tablingMemberConstituency" : {"_value" : "Brighton, Pavilion"} , "tablingMemberPrinted" : [{"_value" : "Caroline Lucas"} ], "uin" : "278457"} , {"_about" : "http://data.parliament.uk/resources/1138196", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1138196/answer", "answerText" : {"_value" : "

The Government rigorously assesses arms export licences against the Consolidated EU and National Arms Export Licensing Criteria. We draw on a wide range of sources of information in making our assessments, including reports from the UN Panel of Experts. We will not issue any export licences for Saudi Arabia that are inconsistent with the Consolidated Criteria, including Criterion 2(c): where there is a clear risk that the goods might be used in the commission of a serious violation of International Humanitarian Law.

The Government disagrees with the 20 June Court of Appeal judgment and is appealing to the Supreme Court. We are also carefully considering the implications of the judgment for decision-making. While we do this, we will not grant any new licences for exports to Saudi Arabia and other coalition partners for items which might be used in the conflict in Yemen.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/343", "label" : {"_value" : "Biography information for Sir Alan Duncan"} } , "answeringMemberConstituency" : {"_value" : "Rutland and Melton"} , "answeringMemberPrinted" : {"_value" : "Sir Alan Duncan"} , "dateOfAnswer" : {"_value" : "2019-07-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-19T13:42:52.637Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2019-07-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Arms Trade: Saudi Arabia"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to the United Nations Security Council letter dated 26 January 2018 from the Panel of Experts on Yemen mandated by Security Council resolution 2342 (2017) addressed to the President of the Security Council, what steps he took following publication of (a) footnotes 19 and 20 on page 267 and (b) footnote 39 page on 272 recording that components of missiles used by the Saudi-led Coalition in Yemen were manufactured by EDO MBM Technology Limited, UK.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3930", "label" : {"_value" : "Biography information for Caroline Lucas"} } , "tablingMemberConstituency" : {"_value" : "Brighton, Pavilion"} , "tablingMemberPrinted" : [{"_value" : "Caroline Lucas"} ], "uin" : "275727"} , {"_about" : "http://data.parliament.uk/resources/1086724", "AnsweringBody" : [{"_value" : "Cabinet Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1086724/answer", "answerText" : {"_value" : "

To date, we have not seen evidence of successful interference in UK democratic processes, but we are not complacent. We know that certain states routinely use disinformation and other means as a foreign policy tool, and have seen evidence of this happening elsewhere. The Government has taken steps to ensure that there is a coordinated structure across all relevant UK authorities to defend against interference in British politics whether by Russia, or any other state.

We treat the integrity and security of our democratic processes extremely seriously. The EU referendum provisions were carefully scrutinised and ratified by Parliament. In line with the precedent for referendums, there was a six week period in which the formal result and administration of the EU Referendum could be challenged by judicial review.

The Electoral Commission is an independent organisation and its investigations are a matter for it alone. We must now allow the National Crime Agency space to proceed with a thorough investigation of this matter and I will not be commenting further on a live investigation.

Anyone who feels they have been underpaid NMW should contact the Acas helpline on 0300 123 1100. HM Revenue & Customs (HMRC) review all complaints that are referred to them.
