The UK and EU negotiating teams have reached agreement on the terms of an Implementation Period that will start on 29 March 2019 and last until 31 December 2020. During the Implementation Period, the UK will no longer be a Member State of the European Union, but market access will continue on current terms. This would mean that the current ban on surcharging consumer credit and debit cards, as set out in the second Payment Services Directive, would apply during an Implementation Period.<\/p>

<\/p>

In the event that the UK leaves the European Union without a Withdrawal Agreement or Implementation Period, credit and debit card transactions with UK payment cards in EU member states could become more expensive and surcharges may be applied, given the UK would be treated as a third country in relation to the EU. As the second Payment Services Directive, which currently bans surcharging for consumer credit and debit cards issued in EU Member States, would no longer apply to UK payment cards, any changes would be a result of the laws of individual EU Member States. The UK Government cannot legislate with respect to surcharges applied by merchants in the EU, and any decision to apply a surcharge would be a commercial decision by the merchant.<\/p>

<\/p>

The Government\u2019s ambition for the future relationship is to preserve the economic benefits of the most important financial services traded between the UK and EU, and ensure stable institutional processes for governing it. This ambition is reflected in the Political Declaration agreed between UK and EU negotiators last November.<\/p>

<\/p>

Leaving the EU with a deal remains the Government\u2019s top priority, and the Prime Minister is continuing to work to obtain legally binding changes to the Withdrawal Agreement that deal with parliament\u2019s concerns on the backstop. However, it is the role of a responsible Government to prepare for all outcomes, including no-deal.<\/p>

As a result, the Government - through the onshoring programme and Financial Services (Implementation of Legislation) Bill - is also doing the necessary work to make sure that we continue to have a stable and functioning financial services regime at the point of leaving the EU in any scenario and to minimise disruption for UK households and businesses.<\/p>

We welcome the BioIndustry Association report, which the Government launched at the BioIndustry Association\u2019s event, Strategic Technologies in Life Sciences: The Future is Now, attended by myself on 24 January 2018. The Government is proactively supporting the UK\u2019s strong life sciences sector.<\/p>

The Government has published two Life Sciences Sector Deals, which are supported by the Government\u2019s commitment to delivering the biggest increase in R&D investment for 40 years. Since Autumn 2016, Government has committed an additional £7 billion in R&D by 2021-22, demonstrating clear progress towards the Government\u2019s ambition to raise investment in R&D in the economy to 2.4% of GDP by 2027.<\/p>

At Budget 2017 the Government also announced a 10-year action plan to unlock over £20bn to finance growth in innovative firms, including life science companies.<\/p>

The government launched a call for evidence on the regulation of pre-paid funeral plans in June 2018, having concluded that the current framework of self-regulation is not sufficient to ensure the fair treatment of consumers, and a more robust regulatory regime is needed.<\/p>

The call for evidence was launched in order to aid in the design of a more appropriate regulatory framework and noted that government\u2019s initial preferred approach is to bring all funeral plan contracts into the scope of FCA regulation.<\/p>

Most sole traders who are registered for VAT are below the threshold and are therefore already exempt from MTD, though they can choose to join the new service. The decision announced in July 2017 to exempt businesses below the VAT registration threshold responded to feed back about the impact of MTD on the smallest businesses. There are currently no plans to increase the threshold for MTD for VAT.<\/p>

Since the referendum, the Government has allocated more than £4.3 billion to help departments and the devolved administrations prepare for EU Exit. This includes £2 billion announced prior to the Christmas recess for core EU Exit preparations in 2019-20, for both deal and no deal scenarios.<\/p>

As the Worldwide harmonised Light vehicles Test Procedure (WLTP) aims to replicate real-world driving conditions more closely, it is expected that reported CO2<\/sub> values will increase.<\/p>

Through the review of WLTP and vehicle taxes, the government has engaged with stakeholders to determine the impact on tax liabilities and the UK\u2019s environmental objectives, including the role of company cars in reducing CO2<\/sub> emissions from road transport.<\/p>

The review closed on 17 February and the responses are currently being analysed.
