Local transport authorities do receive some Covid-19 Bus Services Support Grant (CBSSG) funding for tendered services. However, to ensure consistency with Bus Services Operators Grant (BSOG), the majority of CBSSG funding is paid directly to operators. The Government needs to be confident that the public transport system can restart swiftly as required. We do not believe that now is the right time to change our funding models.<\/p>

<\/p>

We are also keen to avoid a situation where different funding models are operating in different parts of the country, which would cause additional challenges for cross-border services or operators whose businesses span multiple urban areas.<\/p>

<\/p>

The allocation of CBSSG funding reflects the structure of the bus market and ensures that both Local Transport Authorities and operators have the funding they need to support up to 100% of pre-pandemic service levels, where it is safe and appropriate to do so.<\/p>

The Government has committed up to £27.3 million per week to support the bus sector in England, through the Covid-19 Bus Services Support Grant (CBSSG) Restart scheme. This funding - some of which is allocated to Local Transport Authorities, for tendered services - has no pre-agreed end date. The Government will work with bus operators and local authorities to review when it is appropriate to end the funding. We are also providing up to £67.8 million of funding for light rail services in Manchester, Tyne and Wear, Sheffield, West Midlands, Nottingham and Blackpool for the period from 27 October to the end of the 20/21 financial year.<\/p>

<\/p>

The Government is also investing in city regions for the longer term. As announced at Budget and confirmed in the Spending Review, the Government is investing £4.2 billion in the transport networks of eight city regions across England from 22/23. This funding will be delivered through multi-year, consolidated transport settlements agreed with central government and based on plans put forward by city regions. The Government is currently engaging with the eligible city regions to understand their ambitions for this fund.<\/p>

The Government wants to devolve and decentralise to give more power to local communities, providing an opportunity for all places to level up. That is why we intend to bring forward the Devolution and Local Recovery White Paper in due course. This will cover how the UK Government will partner with places across the UK to build a sustainable economic recovery and set out our plans for future devolution arrangements.<\/p>

We have provided extensive guidance for maritime and other businesses on the Government\u2019s www.gov.uk/transition<\/a> website enabling them to make the necessary preparations to adapt to the new rules following the end of the Transition Period. The Government has engaged closely with stakeholders leading up to and following the end of the Transition Period. The Department for Transport continues to engage frequently with maritime stakeholders, including through workshops and bilateral engagements.<\/p>

<\/p>

On top of this, the Department has taken a number of steps to assist maritime businesses through transition. This includes playing an important role in delivering £200 million in Government grants to British ports through the Port Infrastructure Fund. The fund will help British ports build and enhance border controls infrastructure, enabling them to receive EU goods effectively and in line with the new Border Operating Model. Government is also spending a further £270 million on inland facilities to benefit those ports which cannot build on-site.<\/p>

The impact of COVID-19 on all workers in the transport sector is continually monitored and assessed. Having provided detailed feedback on a draft of the document in April, officials received an updated version of the Mid-Cheshire and Middlewich Station Strategic Outline Business Case from the Cheshire and Warrington LEP in October 2020, along with a request for feedback on their consultant\u2019s suggestions for further work on it. The goal is to strengthen the case for the scheme\u2019s potential inclusion within the Department\u2019s Rail Network Enhancement Pipeline (RNEP).<\/p>

Currently traffic is flowing well through the Port of Dover and Eurotunnel. However, should there be significant delays, the Department of Transport has included the provision of adequate and Covid-secure welfare in our plans for the lorry holding sites at Ashford-Sevington and Manston Airfield. Our sites include catering, medical and sanitation facilities for HGV drivers to use. If required, these facilities can be adjusted to respond to different levels of congestion.<\/p>
