The Government remains fully committed to the vision that by 2030 half of all journeys in towns and cities are walked or cycled and it will invest over £3 billion in active travel over the course of this Parliament. The £3 billion also includes funding from wider sources such as the City Region Sustainable Transport Settlements and the Levelling Up Fund. Active Travel England estimates that its dedicated investment programme between 2022/23 and 2024/25 will deliver 90 million additional walking and cycling stages by 2025.

The Government’s Carbon Budget Delivery Plan sets out the projected emission savings from transport policies. The Department will continue to monitor the contributions made by its investment in active travel. As captured in the Carbon Budget Delivery Plan, the carbon savings from active travel make up a relatively small percentage of the total projected carbon savings. The impact of recent active travel funding changes on the ability of the Government to meet its overall emission targets is therefore likely to be small.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3991", "label" : {"_value" : "Biography information for Jesse Norman"} } , "answeringMemberConstituency" : {"_value" : "Hereford and South Herefordshire"} , "answeringMemberPrinted" : {"_value" : "Jesse Norman"} , "dateOfAnswer" : {"_value" : "2023-07-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-07-24T07:38:54.513Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2023-07-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Cycling and Walking"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what assessment he has made of the potential impact of changes to funding levels for cycling and walking infrastructure on the UK's ability to meet its emissions targets.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4653", "label" : {"_value" : "Biography information for Stephen Morgan"} } , "tablingMemberConstituency" : {"_value" : "Portsmouth South"} , "tablingMemberPrinted" : [{"_value" : "Stephen Morgan"} ], "uin" : "194848"} , {"_about" : "http://data.parliament.uk/resources/1654016", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1654016/answer", "answerText" : {"_value" : "

The Government’s ambitions for walking and cycling up to 2025 and 2030 are outlined in the second statutory Cycling and Walking Investment Strategy (CWIS2) which was published in July 2022. Many of the steps the Government is taking to boost walking and cycling were also outlined in the Government’s Gear Change plan, published in July 2020. A total of around £3 billion of Government funding is projected to be invested into active travel over this Parliament. This includes at least £100m of dedicated capital funding over the two-year period 2023/24 to 2024/25, and an expected £850m of dedicated capital funding over the first three years of this Parliament.
