Children are particularly vulnerable during infectious disease outbreaks. As many as 1.5 billion children have been out of school as a result of COVID-19. The pandemic has resulted in considerable changes to the essential environment that a child\u2019s well-being, development and protection rely upon.<\/p>

Whilst children were already facing a learning crisis before COVID-19, school closures also put children at risk of malnutrition, making them more susceptible to illness, but also child labour, neglect, abuse and lost learning.<\/p>

In light of the pandemic, the UK has pivoted its education programmes in 18 countries to provide education and keep pupils safe. For example, DFID Syria has expanded its education programmes to protect vulnerable children by providing hygiene kits, stipends for teachers and home learning materials. The UK\u2019s contribution to the United Nations Relief and Works Agency\u2019s (UNRWA) Programme Budget is based on the Agency meeting rigorous performance indicators. In the last financial year we assessed that UNRWA performed well against our indicators, as measured through annual review processes. The annual review is publically available on DFID\u2019s Development Tracker. The UK has engaged closely with UNRWA on the development of a Medium Term Strategy for 2016-21 to help UNRWA deliver its mandate. This is supported through our technical assistance to UNRWA\u2019s department of Internal Oversight. We engage with other donors and host countries on value for money at a high level through the UNRWA Advisory Commission and Sub-Committee.<\/p>

DFID has due diligence assessment processes to provide assurance over the expenditure of our funds, and DFID\u2019s Occupied Palestinian Territories spending is subject to regular auditing by DFID\u2019s Internal Audit Department and the UK National Audit Office. In the last five years, UNRWA has also been reviewed by the Independent Commission for Aid Impact and the UK International Development Committee. The Department for International Development (DFID) is providing assistance to refugees and migrants at risk of trafficking and exploitation in Libya. So far this year, DFID has supported more than 20,000 emergency interventions such as healthcare, psychosocial support, hygiene kits and safe shelter. The UK Government is also assisting vulnerable migrants with voluntary returns from Libya \u2013 so far our support has helped more than 1,200 individuals to return home.<\/p>

The UK government continues to support the Libyan authorities to tackle smuggling and organised immigration crime. UK financial assistance to the Palestinian Authority is provided through a European Union mechanism. It pays for vetted West Bank health and education public servants. The EU mechanism uses a pre- and post-verification system which validates that the funds transferred into a dedicated sub-account for UKaid and spent on the salaries of eligible beneficiaries on a vetted list. Energy Africa is a UK Government campaign aimed at stimulating African markets in household solar systems so that people currently without modern energy can get access to electricity. To achieve this, DFID aims to develop Energy Africa Compacts with up to 14 African countries (Ethiopia, Ghana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Senegal, Sierra Leone, Somalia, Tanzania, Uganda, Zambia and Zimbabwe) to address the policy and regulatory barriers inhibiting solar market expansion.<\/p>

Energy Africa compact implementation will be supported by new and existing DFID energy access programmes, each with their own funding streams and bespoke monitoring mechanisms. We anticipate these DFID programmes will support the off-grid sector to provide energy access to at least 4.7 million people.
